GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job Purpose:

Work with the Area Coordinator (AC) to support the effective operation of the GOAL Syria Systems Departments (Human Resources, Logistics, Procurement, IA, IT and Legal) in accordance with GOAL policies and procedures, relevant donor requirements, and in the spirit of obtaining best Value for Money (VFM). The FSC is a key member of the Area Management Team who will support and assist the AC in the overall management and leadership of the country programme.

The FSC performs a wide range of duties including some of the following:

General

  • Provide leadership and support to GOAL Syria internal field support system departments (HR, Logistics, Procurement, Finance, Administration, IT, Compliance and Legal affairs).
  • Manage, guide and coach department managers, developing policies and promoting best practice to facilitate the development and implementation of quality programmes.
  • Actively participate in the Area Management team, contributing to the ongoing development of the country programme
  • Assist the AC in managing GOAL Syria’s risk in line with best practice, reviewing internal controls, issues lists and regular project risk reviews and coaching staff on the same.
  • Deputise for the Area Coordinator when required and undertake any additional duties as mutually agreed with the Area Coordinator
  • Assist the AC in managing Security and Crisis Management response as required
  • Project manage process improvement and innovative projects as they arise and actively look for new opportunities for advancement

  • Ensure good coordination between programme, finance and support teams and that transport, logistic and other support requirements are clearly communicated by Programme Managers and that appropriate planning and communication systems in place to support the smooth delivery of programme activities.

  • Coordinate, liaise and represent GOAL Syria to internal and external stakeholders

Human Resource Management

  • Provide leadership and support to the field Human Resources Manager and promote an organization environment which is fair, open, protective and which fosters a learning culture.
  • Provide guidance and direction to the field Human Resources Manager
  • Ensure that recruitment is managed in a transparent, effective, efficient and compliant manner
  • Support management to implement an effective annual performance review and development process.
  • Participate in the preparation of annual training plans and ensure that they are implemented
  • Participate in periodic reviews of HR policy, ensuring they are both practical and in line with best practice
  • With department managers, measure, review and work to improve staff satisfaction, mental health and wellness
  • Liaise with HO in Antakya on HR issues etc as appropriate;

Financial

  • With the AC prepare, review and monitor the support budgets on a monthly basis ensuring that spends are forecast and are in line with programme needs and donor agreements
  • Participate in the development of proposal budgets ensuring sufficient funding is secured for equipment and support functions at a field level to enable the successful delivery of programmes
  • Facilitate coordination between system departments and the finance department
  • Ensure compliance at a field level to donor policies and guidelines
  • Reviewing the cash count on weekly basis.
  • Ensure that all cash in safes is within the authorized level.

Procurement

  • Provide leadership and support to the Senior Procurement Officer,
  • Ensure compliance with GOAL Procurement Manual and any other donor requirements,
  • Monitor and review procurement ensuring it complies with GOAL and donor procedures achieving best value for money,
  • Support the Senior Procurement Officer to manage Procurement Committee meetings,

Administration

  • Participate in regular reviews of all relevant manuals and ensure that they are implemented
  • Support the Area Coordinator in the management of security and crisis management
  • Ensure efficient and effective administration systems in line with GOAL policy

IT

  • Ensure that the IT planning at a field level reflects programme priorities
  • Provide guidance, mentoring and support to the field IT Officer
  • Provide support and oversight for IT related issues including adherence to IT guidelines
  • Ensure that regular back-ups, security and virus checks are carried out

Logistics

  • Provide leadership and support to the Field Logistics Manager.
  • Supervision of all logistical operations at the various field sites: including procurement, supply chain, asset management, fixed asset register, transport and fleet management.
  • Monitor and review procurement ensuring it complies with GOAL and donor procedures achieving best value for money
  • Ensure strong and timely coordination between the Logistic teams in Turkey and the field sites.
  • Ensure compliance of field operations with GOAL Logistical Manual and with Donor requirements.
  • Ensure internal logistics reports are submitted by the field to Turkey on time
  • Ensure that the FLM manages timely negotiation of property contracts and ensure that property is insured, well maintained and secure
  • Ensure that the GOAL transport fleet serves the needs of the field

Donor Compliance

  • Supervise and provide technical support to compliance department as required.

Legal affairs:

  • Supervise and provide technical support to the legal issues that may face the organization.

Other

  • Any other duties as required

Requirements for the Role:

Requirements:

  • Bachelor’s degree in business administration or related field
  • 5+ years management experience,
  • Fluent in spoken and written English and Arabic,
  • Outstanding communication and people skills
  • Ability to maintain an adequate speed and volume of output,
  • Ability to perform under continuous stress and deliver complete and accurate translation of a broad range of subjects,
  • Very good computer skills, especially in Microsoft Office,
  • Excellent teamwork and inter-personnel skills,
  • Strong report/proposal writing skills,
  • Very enthusiastic and keen to work hard to achieve the objectives of the programme,
  • Organised, a self-starter and an enthusiastic team player,
  • Willing to work in Idlib,

Desirable:

  • Experience in managing projects – Prince 2, PMP or PMD certified an advantage.
