Background
UNDP Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the countries serviced by UNDP’s Regional Bureau for Europe and CIS (RBEC). The Hub implements the Regional Programme (2018-2021) that has been formulated based on the most crucial regional challenges in the region with a focus on a strengthened approach to specific sub-regional challenges. The Transformative Governance and Finance Facility-II (TGFF II) builds on the successes of and lessons learned from the first phase of the Transformative Governance and Finance Facility (2015-2017), and focuses on new technologies, data innovation, urban transformation and alternative finance mechanisms in support of achieving the Sustainable Development Goals (SDGs). The project is a joint partnership with the UNDP Istanbul Regional Hub and the Ministry of Finance of the Slovak Republic. The second phase of TGFF started on 1 January 2018 and is expected to end on 31 August 2021. TGFF-II is implemented in the Europe and Central Asia (ECA) region, mainly focusing on the following countries: Albania, North Macedonia, Serbia, Moldova, Armenia, Tajikistan, Montenegro, Kosovo[1], Georgia, Ukraine and Belarus.
The overall objective of the TGFF-II is:
Development, and in particular governance, outcomes in the region are improved, in furtherance of achieving the SDGs, by empowering various groups within the public, civil society and private sector to leverage new technology, data and alternative finance mechanisms. To help achieve this objective, we aim to achieve three key outputs:
New technologies, data and engagement of citizens are used to improve governance and development outcomes.
Collaborative platforms are utilized at the national and regional level to drive innovative solutions to governance and development challenges.
Effectiveness of development interventions is strengthened and enhanced through alternative finance mechanisms.

Duties and Responsibilities
The illustrator is expected to work under the direct supervision of the Regional Innovation Specialist and will work closely with the communications lead of the IRH Knowledge and Innovation team, and the IRH Knowledge and Innovation team itself, to provide:
Support the implementation of an integrated communications strategy for TGFF;
Create a series of illustrations for two key platforms.
Expected Tasks
The consultant is expected to support the team with the tasks summarized below:
Create five leading illustrations for the team’s new regional innovation webspace: https://innovation.eurasia.undp.org/, for each of the areas of work (data innovation, alternative finance, urban transformation/cities and portfolio development) and one general one, to provide a unified look, while adhering to UNDP branding guidelines.
Create two leading illustrations for two new challenges to be launched on BOOST, a UNDP regional acceleration program for social impact innovation. The first challenge seeks solutions in Turkey, while the second one focuses on the Europe and Central Asia region. Both address issues that women face with regard to connectivity, invisibility in data, growing inequality, as well as women pioneers working on edge technology. The task also involves creating a package of derivative illustrations and visual templates that could be used for social media posts (post template for deadline reminders, quote templates, post template for facts on inequality, post template for showcasing partners).
Create one leading illustration for the BOOST website, to be visible on the homepage, and an update of other illustrations (FAQ page).
A more detailed creative brief will be provided upon the start of the contract.
Deliverables:
Based on the tasks mentioned above, the consultant is expected to deliver the below deliverables by month:
Deliverable 1: Deliver illustrations and derivative materials for the two new challenges for BOOST.
Deliverable 2: Deliver illustrations for the regional innovation webspace and the BOOST website space.
Payment schedule:
Installment 1: 50% of the total contract amount upon submission of deliverable 1
Installment 2: 50% of the total contract amount upon submission of deliverable 2
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
Reporting
The Consultant will administratively be under the overall supervision of the IRH Knowledge and Innovation Team, but will report directly to the Regional Innovation Specialist, and work collaboratively with the UNDP Istanbul Regional Hub’s K&I team to deliver the assignments.
Duty Station and Expected Places of Travel
The duty station is home-based. Travel is not envisioned for this assignment.

Required Skills and Experience
Education
Master’s degree in illustration, graphic design, visual communications or another related field.
Experience
At least 3 years of work experience is required.
At least 3 years of work experience in illustration and graphic design.
Experience in creating digital content is an asset.
Experience working with international, intergovernmental organizations is an asset
Language
Proficiency in written and spoken English.
Lump sum contract
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.
The Consultant will be responsible for all personal administrative expenses associated with undertaking this assignment including office accommodation, printing, stationary, telephone and electronic communications, and report copies incurred in this assignment.
5. Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation.

Technical Criteria – 70% of total evaluation – max points: 35;
Criteria A – At least 3 years of working experience as an Illustrator – max points: 10;
Criteria B – At least 3 years of experience in illustration and graphic design – max points: 15;
Criteria C – Working experience in creating digital content – max points: 5;
Criteria D – Working with international, intergovernmental organizations – max points: 5;
Financial Criteria – 30% of total evaluation –-max. 15 points
