Overview

Creative is preparing for the U.S. Agency for International Development’s (USAID’s) upcoming Supporting Democratic Elections, Governance, and Political Processes Globally leader with associates award (LWA) activity. The Supporting Democratic Elections, Governance, and Political Processes Globally LWA will build upon ongoing work by USAID to empower local partners to build resilient government institutions, political parties, and electoral processes in fragile states and developing democracies. The successful candidate for this full-time key personnel position will report to the Technical Director and will lead the consortium management to build consensus among the consortium partners on administrative matters.

Job Description:

The Inclusivity Specialist will ensure that programmatic approaches for activities under the Leader Award and under associate awards adequately and responsibly reflect the interests of women, youth, persons with disabilities, ethnic and religious and linguistic minorities, and other traditionally marginalized groups as an integral part of each activity design.

Responsibilities

Primary Functions and Responsibilities:

  • Provide technical advice and tools in the design of consortium program activities, materials and monitoring and evaluation strategies to ensure inclusion of and sensitivity to diverse participant populations;
  • Undertake gender equality and social inclusion analysis of key issues, sectors, and themes of interest to the consortium’s programmatic areas;
  • Provide leadership and act as the technical focal point on inclusion of marginalized groups for all consortium partners;
  • Advise and mentor colleagues at each consortium partner organization on inclusivity strategies and gender integration with the goal of developing their capacity to better support the implementation of social inclusion best-practices in program implementation;
  • Support overall efforts by the consortium to develop and implement effective approaches for integrating women, youth, persons with disabilities, lesbian, gay, bisexual, transgender, and intersex (LGBTI), religious minorities, Dalits, and other marginalized groups into proposed programs worldwide;
  • Contribute to the development of materials, training exercises, information sheets, reports, website articles and other products required to implement and publicize the consortium’s gender related work worldwide;
  • Work closely with Monitoring and Evaluation (M&E) Managers across all associate awards to inform monitoring and evaluation design and to ensure project data collection and reporting comply with USAID’s social inclusion requirements;
  • Contribute to periodic reports and ensure effective monitoring and evaluation of inclusive integration activities across the consortium; and
  • Provide inputs on inclusion of marginalized groups to key program strategy, planning, and M&E documents including theories of change, work plans, etc.
  • Qualifications

Required Skills and Qualifications:

  • University degree in gender/women studies, sociology, economics, political science, international development or related field; Master’s degree preferred;
  • At least ten (10) years of experience, preferably in the field of democracy and governance, with at least five (5) years of experience designing and implementing activities related to marginalized groups and social inclusion;
  • Extensive analytical experience pertaining to the social inclusion context;
  • Exceptional competency in gender inclusion;
  • Experience in supporting USAID or other donor-funded development programs preferred; and
  • Superior knowledge of word processing and spreadsheet applications.
