How can you make a difference?
The purpose of this consultancy is to provide technical assistance to support Province and Local levels in:

Addressing child protection issues by establishing information management system to track/assess existing local capacities/resources and identifying vulnerable children requiring immediate support for alternative care arrangement and/or other supports.

Capacity building of local governments on child protection for planning, budgeting and effective mobilization of local child protection mechanisms.

Strengthening local child protection systems with localizing existing policies and procedures.
The consultant will accomplish the following tasks as per the methodology outlined below:

Provide technical assistance to the convergent palikas and UNICEF IPs while rolling out the child protection programme. This includes development of the training materials and facilitation of orientation and training sessions to the protection actors as a capacity development activity. Carry out evaluation of the training and orientation to identify the impacts of those capacity development activities. Conduct regular updates and carry out functionality assessments of the referral pathway to ensure timely and effective services delivery.

Support to UNICEF convergent palikas in annual planning process advocating for resources allocation for child protection activities. Provide technical assistance to the women, children and senior citizen section of the palikas in developing child protection programme. Carry out analysis of budget allocation & expenditures for child protection causes in the convergent palikas.

Compile CP information in coordination with local levels’ child protection actors including government agencies (human rights commission, Nepal police, correction homes, judicial committees, Child Rights Committees etc.) and produce a quarterly report along with situational data with gap analysis and recommendations.

Coordinate with Provincial Governments, convergent palikas and CSO implementing partners for technical support, issues and challenges for further improvement of UNICEF response. Update local investments in CP on regular basis through developed tools for Public Financing for Children (PF4C).

Provide technical support to selected local levels, women children and Senior Citizen (WCSC) sections, palika officials, Child Rights Committees, elected representatives, CSOs and community-based protection mechanisms, to address existing harmful social norms like child marriage, child labour and violence against children. Capacity development of the existing CP mechanisms at provincial, local and community level.

Provide technical support to local governments in establishing, capacitating and mobilizing Child Rights Committee to address existing child protection issues.

Technical support to select local governments on eliminating child labor and declaring the local governments child labor free.

Provide technical support to partners to implement protection monitoring and incident reporting.

Support implementation of RUPANTARAN programme in three convergent palikas targeting adolescents and their parents creating awareness to prevent child marriage. Provide technical assistance to implementing partner in enhancing men and boys’ engagement for prevention of and responding to violence against women and children

Document case studies, HIS, issues, challenges and key lessons learned on strengthening child protection systems.

Participate in the review and consultation meetings as proposed by section.

- Submission of report on updated existing service providers in three convergent palikas and current status of functionality of referral pathways
- Submission of reports of resource utilization against allocation for current FY 2077/78 on CP causes by convergent palikas

- Submission of report on mapping of possible academic/other institutions with roadmap for UNICEF engagement to promote male engagement in the gender transformative agenda at local and provincial levels

- Submission of report on resources allocation for child protection activities by convergent palikas for the upcoming fiscal year 2078/79.
- Submission of report on development of “ending child marriage strategies” in Shivraj and Krishnanagar municipalities.
December 2021
- Submission of report on progress of adoption of child labour free declaration initiatives by selected local levels; processes adopted, plan developed, budget allocated, and major milestones attained with analysis of monitoring mechanism established for prevention of child labour risks.
- Submission of reports of resource utilization against allocation for current FY 2077/78 on CP causes by convergent palikas
- Submission of updated reports of situational data on child protection with gap analysis and recommendations.
February 2021
Local capacity building:
- Submission of report on number of persons trained on child protection with copies of training materials developed.
- Submission of report on impact of trainings in the past on sample of persons in convergent palikas. Report on shadowing of key protection resource persons trained based on review of work processes, sample case management and identification of areas to improve capacity-building initiatives.
Follow-up:
- Submission of progress report on academic/other institutions for partnership for male engagement to prevent violence against children and women in convergent palikas.
March 2021
- Submission of follow-up report on the status of the existing service providers in three convergent palikas and status of functionality of referral pathways
- Submission of detail report of overall progress including a case study, Human Interest Stories, issues, challenges, key lessons learned and recommendation on strengthening child protection systems.
Duration:
The total duration for this assignment will be for 11 months tentatively expected to begin from 1 May 2021

Education
University degree in law, social sciences or any other field related to child protection.
Work Experience
• At least three years of experience in the related field
• Technical knowledge on child protection including child protection in emergency
• Relevant experience in planning and budgeting at Local Level
• Excellent Nepali and English writing and speaking skills.
• Relevant experience with UN agencies will be an added advantage.
Competencies
• Good communication, coordination, analytical and facilitation skills.
• Capacity to work independently and to take initiative.
• Demonstrated commitment to delivering timely and high-quality results.
Special skills
• Technical knowledge and skills on child protection system strengthening
• Computer skills (including advanced Spreadsheet/Microsoft Excel).
