About the Judicial Training Institute (JTIZ) The Judicial Training Institute of Zimbabwe (hereinafter the Institute or JTIZ) under the Judicial Service Commission (JSC) will work towards the training and capacity development of all staff members within the Judicial Service. Proceeding on the understanding that the achievement of world-class justice requires a highly trained, motivated, and professional judicial service. This will further bolster the independence of the judiciary by ensuring that its staff (both judicial and non-judicial) have the necessary soft and hard skills they require to discharge their duties effectively, efficiently, and competently through the regular, structured (curriculum-based) and continuing training to be offered through the JTIZ. Background The e-Learning Management System (e-LMS) is a platform for the continuous education, training, skills enhancement, capacity, and professional development of all staff members within the Judicial Service. It will serve as an intelligent platform on which various educational courses and content will be delivered to judicial and non-judicial officers. The e-LMS will assist in the creation of an enabling learning environment for staff members to enhance their competencies. The e-LMS will also dovetail with sister systems like performance and talent management which are integral in the maintenance of human capital in the Judicial Service. The Judicial Training Institute of Zimbabwe (JTIZ) is committed to the delivery of capacity development programs and tailored training through the offering of high quality blended learning programson JSC’s core business and professional development initiatives. To that end, the e-LMS is required to enable and support JSC’s judicial and non-judicial staff to build skills, grow and leverage the power of learning across all areas of work. The e-LMS will support both individual and organisational learning in substantive and procedural areas of practice for both judicial and non-judicial staff members in order to strengthen JSC’s core competencies and build a robust competitive advantage through its human capital. The e-LMS will be designed to offer on demand, remote and decentralized, and bespoke training modules tailored for both judicial and non-judicial officers. It will enable the creation, digitisation and upload of content online. This content will be accessed through a dynamic website through which members of staff can interact and collaborate while learning at their own pace. In addition, the e-LMS will offer a content management system for instructors to update modules, track user statistics and issue certificates of completion. The e-LMS must be a one stop learning solution for learning across the Judicial Service Commission. Objectives The aim of this consultancy is to support the JTIZ in developing an e-Learning Management System for the management of blended-learning programs and courses for in-house pedagogy. Duties and Responsibilities |

Key Tasks to be Accomplished by the Consultant The Judiciary Training Institute E-Learning Management System will be a central repository for all training carried out under the Judicial Services Commission. These include Training Needs Assessment, Training Curriculum, Training Materials, as well as evaluation reports. Under the overall supervision and direction of the UNDP Team Leader – Governance and the JSC Head of IT and Records Management, the Consultant team will be responsible for the following: Development Scope of the Learning Management System The consultant team will provide the deliverables along two broad areas namely: Inception Report and E-learning Platform Approval Within 2 weeks The team will review the requirements and provide a report indicating the understanding of the assignments and provide software and database architecture and design to be developed clearly outlining workflows for various operations within the system. The architecture design document will guide the second phase of the assignment and ensure all the modules are delivered as per the requirement of the JTIZ to ensure an all-inclusive LMS is delivered. E-learning Software Modules Development Within 90 Days The team will develop, customize, and implement the solution for the JTIZ to ensure that the entire training process from curriculum development to evaluation will be automated in the system. The solution will be developed in modules and the entire source code will be under the copyright ownership of the JSC. In summary, the modules to be developed and delivered will include the following modules:
E-LMS FEATURES AND EXPECTATIONS Platform The platform should be feature-rich and able to stay up to date with the ever-changing Learning and Development landscape. Expected functionalities should include:
User access and mobile app friendly Easily accessible on desktop or mobile. Users should be able to undertake training/courses on their schedule and pace independent of device or operating system and with limited bandwidth. The platform should be web and mobile ready on both Android and Apple devices. The e-LMS should be able to facilitate the learners to login to the learning system while on-the-go. Reports and Analysis The platform should provide for the auto-generation and auto-emailing of reports (daily, weekly, or monthly), and a dashboard for the various user levels including management for review. Roles and Responsibilities
SECURITY AND RELIABILITY The platform’s security should be high, assuring content confidentiality as well as protecting users’ personal data. It should also take into consideration encryption and adherence to ISO security standards. High level reliable platform with minimal downtime, is required while taking into consideration disaster management and contingency planning. The system should be able to allow both the administrators and the vendor to carry out frequent security measures including denial-of-service attack testing. Data should be backed up in a secure place with the ability to restore the system in the event of a problem. FUTURE SCOPE A state-of-the-art system that offers both synchronous and asynchronous learning, is compatible with Microsoft Office, and can accommodate additional/further process changes, with minimal upgrade time. A platform that can host virtual training sessions and/or integrate with other collaboration platforms like Microsoft Teams and Zoom. Expected Deliverables The time frame for the entire consultancy should not exceed 90 days. The consultant will provide the following deliverables:

Note that payment to a contractor is dependent on the satisfactory completion of deliverables. Procedures and Logistics The consultant is expected to work from their own premises. For the entire period of this project/contract all travel (international and within Zimbabwe) related to any contract, including all travel for consultations and discussions, meetings for planning and execution of potential works, travel to target towns etc. will have to be borne by the Contractor and must be included in the Financial Proposal submitted. The Contractor is responsible to make all relevant travel arrangements, including Visa, hotel, transportation and other relevant costs. UNDP may, as a courtesy, facilitate through the provision of a letter of certification that travel is related to this project/contract, provide/indicate names of hotels/guest houses used by UN, but all arrangements are the responsibility of the Institution/Contractor, both financially and action- wise. |

Selection Criteria Technical Evaluation: Constitutes 70% of total evaluation: Note: Only the highest ranked candidates who have obtained a minimum of 70 points (70%) on the technical evaluation will be considered for the financial evaluation. Financial Evaluation: Constitutes 30% of total evaluation. Please submit an all-inclusive lump sum price based on a daily fee. Financial proposals must be all inclusive and must be expressed in USD. The term “all inclusive” implies that all costs (professional fees, communications, consumables, insurance, etc.) that could possibly be incurred in discharging this assignment should be factored into the financial proposal. |
