How can you make a difference?
The Education Section, UNICEF Thailand Country Office (TCO) is seeking an individual contractor to assist the UNICEF Education Programme to design, plan, coordinate, implement and monitor its existing and upcoming foundational learning initiatives targeting disadvantaged children with an enhanced focus on migrant and ethnic minority children as prioritized in the new UNICEF Country Programme (2022 – 2026). The purpose of the consultancy is two-fold:
- Contribute technical inputs in the thematic areas of educational equity and foundational learning with reference to design of programme interventions and related public and policy advocacy initiatives and partnerships to support disadvantaged children; and
- Lead and support the daily coordination with government (central and local level), schools and other relevant development partners on programme development, management, implementation, and monitoring of these initiatives.
Work Assignment:
Under the direct supervision of the Education Officer leading on access and equity, the consultant will undertake the following work assignment. It is estimated that the existing work on migrant education comprising up to 50 percent of the total scope of work.
Migrant Education
- Under guidance of programme officer, follow up and monitor programme activities – school-based as well as activities to address barriers to integration for migrant children
- Provide technical support to local education authorities and schools to plan for, implement and monitor enrolment of migrant children in the public-school system and initiatives to improve their learning, including the addressing barriers – policy related, demand, and supply to their integration.
- Support the office to use evidences from the programme and advocate with education authorities and committees for inclusion of migrants in existing education schemes and funds (including through legislation) and greater investment for schools enrolling migrant children
- Coordinate the development of research on the “Situation of Education provided for Migrant Children in Thailand” and organize consultative meeting between researcher and relevant partners
- Prepare monitoring and donor reports on migrant education as required and on a timely basis
- Support education section to ensure access and quality of education for every child including migrants which are affected by COVID19 or other emergency
Foundational Learning
- Provide technical inputs to support development of a targeted national early grade reading acceleration strategy, including capacity building of teachers.
- Provide technical assistance to embed evidence-based teaching-learning practices to boost foundational reading skills in early grades and develop supporting and differentiated curricular resources, including to meet the needs of non-Thai speaking children
- Collaborate with ECD programme to contextualize and integrate early learning focus in ECD centre programming and capacity-building of caregivers/teachers.
- Support exploration of public-private partnerships as well as market options to expand children’s access to age-appropriate reading materials and local language materials in Thailand.
- Provide technical support and consultancy to local education authorities, schools and ECD centers to plan for, implement and monitor foundational learning programme.
Administrative Support
- Completing and organized filing of administrative-and program-related materials, correspondence, and other official documents
- Support Education Section to develop transition strategies to the new Country Programme for the works related to migrant and ethnic children with a focus on foundational learning.
- Coordinating with common service unit in processing required administrative support in relations to migrant and ethnic education programme and activities.

Duration of Contract: 1 December 2021 – 15 November 2022 (11.5 months) – Full-time basis according to UNICEF working hours.
Official Travel Involved: Travel within Thailand to support project implementation and to attend the meetings.
Working Location: The consultant will be expected to comply with the existing UNICEF Thailand guidance on work modality. This may include benefitting from flexible work arrangements to work from home/another location for agreed days of the week. This may also imply that while in office, the consultant will be hot desking and no permanent workspace maybe be provided.
Work Schedule:
- 11.5 months from day of recruitment and joining (tentatively 01 December 2021)
- Agree with supervisor on quarterly work plans
- The overarching workplan and deliverables will be adjusted monthly, and agreed with the consultant in monthly workplans, which will include clear specifications for the content and quality of the deliverables.
- Submit monthly progress reports against agreed quarterly work plans highlighting main tasks undertaken, completed that will be endorsed by the section head for monthly payments.
To qualify as an advocate for every child you will have…
- Minimum undergraduate education in Education, Social Studies, Public Administration, or related fields of the social sciences.
- Minimum 5 years of experience in managing and coordinating field-based programmes, preferably in education and providing support for events, seminar, workshops, and meetings
- Demonstrated familiarity with issues framing equity in education and curriculum and learning and experience of working with local education authorities and teachers is desirable.
- Strong English and fluent Thai communication skills – oral and writing.
- Decision-Making: strong problem-solving abilities, takes initiative, drives for results, ability to prioritize work, communicates problems and proposes solutions, as appropriate, organized
- Execution: Sense of urgency and responsibility, meets deadlines, flexible work style, ability to multi-task, prioritize and work under pressure, detail oriented
- Computer proficiency in MS Word, Excel, Access, Outlook, Internet search skills, PowerPoint
- Ability to work independently and as part of a team
- Thai National only
