The selected candidate will be building on an already established programme through developing new products for the programme such as (1) a Mentorship Management System and (2) and an AI-powered labor market trends tool. The consultant is also expected to evaluate already running parts of the programme and devise and implement strategies for improvement. The consultant will be responsible for technically following-up and managing the GIL programme. The four main deliverables the consultant will be responsible to deliver against are as per the below:

(1) Develop an innovation strategy for the Youth and Adolescent section
Deliverable: 2-page Innovation Strategy document
Objective: The consultant is expected to develop a comprehensive strategy for all YAD section initiatives to ensure that they are all aligned with future market predictions and are being optimized using technology
Tasks:
– Conduct key informant interviews with YAD section team members
– Develop a 2-page innovation strategy
– Run a 1-day workshop with YAD section team members to present the innovation strategy and receive their feedback

(2) Implement the evaluation recommendations for the GIL programme
Deliverables: Monthly progress reports
Objective: The consultant is expected to support the section in implementing the recommendations coming out of the evaluation report and providing the partners with technical support in doing so
Tasks:
– Provide feedback on implementation issues to the overall program of UNICEF and other stakeholders(recurring)
– Contribute to the content development projects(recurring)
– Prepare and present monthly reports on the progress of the work(recurring)
– Facilitate and support the implementation of the UNICEF GIL program in close consultation with project implementing partners and relevant stakeholders.
– Organize and attend regular coordination and technical support meetings with the different stakeholders
– Conduct 3-5 technical and coordination meetings per month to meet with GIL partners and support in the running activities

(3) Develop and pilot a minimum viable product for the mentorship management system
Deliverable: Mentorship platform pitch deck and funding proposal
Objective: The consultant is expected to build on the work mentorship initiatives the section has already developed and implemented and develop a minimum viable product for the mentorship management system
Tasks:
– Conduct key informant interviews with YAD section team members and partners
– Desktop research on UNICEF mentorship programmes (in Lebanon and internationally) and mentorship management systems best practices
– Develop and present product wireframes, product usage storyboard and a 5-month pilot and test roll-out plan
– Develop mentor and mentee sign-up and onboarding process templates and content
– Coordinate with UNICEF’s Child Protection section to develop necessary safeguarding checks and balances
– Develop a minimum viable product and roll-out testing with mentors and mentees
– Document learnings from pilot and present to the YAD team and partners
– Develop a pitch deck and funding/partnership proposal

(4) Develop a 5-page proposal and presentation for an AI-powered labor market trend visualization tool
Deliverable: 5-page proposal and pitch deck
Objective: The consultant is expected to explore how UNICEF can leverage AI and big data to predict market trends for employment in the short and long term
Tasks:
– In consultation with the ILO and UNICEF team members, develop a clear problem state and problem areas on the gaps between formal and non-formal education and the labor market in Lebanon and globally
– Reach out to several data specialists such with extensive experience in AI, big data, data management systems, and host brainstorming sessions
– Develop an overall concept note for the system

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Economics, Social Sciences, Innovation, Digital fields
  • 3 years of of project/programme management experience , including in development contexts
  • Has experience in youth and adolescent programming;
  • Has previous experience working with UN agencies or NGOs;
  • Demonstrate excellent written and verbal communication skills in English;
  • Good writing, data processing, analytical and synthesis skills;
  •  Fluency in English, and in Arabic;
  • Ability to interact successfully with individuals of different cultural backgrounds and beliefs;
  • Has at least 2 years of firsthand work experience working with start-ups and/or social enterprises

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
