How can you make a difference?
- UNICEF health and nutrition activities provided to Venezuelan migrants and refugees monitored, along with the Health and nutrition officer, through field visits, meetings with implementing partners and health authorities and under the supervision of the Chief Field Office and the guidance of the UNICEF Chief of Health and HIV.
- Technical monitoring of the UNICEF project to strengthen primary health care in Boa Vista and Pacaraima provided considering the evaluation of health impact indicators and the inclusion of Venezuelan migrants and refugees in local health services.
- Situation reports on UNICEF health and nutrition activities elaborated based on reliable data and evidences according the supervisor’s requirements.
- Technical support to the Health Directors and their managers aiming the increase of quality of primary health care provided in local health services, building capacities on primary health care package, immunization, nutrition, and other relevant public health subjects.
- Plan for the restructuring of primary health care services in the context of the COVID-19 pandemic implemented based on a situational analysis, to identify and address critical points in the services delivery previously done by UNICEF.
- The development of strategies to the better inclusion of Venezuelan migrants and refugees in the primary health care local services and in the national health system.
- Plan of the sustainability of primary health care activities elaborated considering the increase of the population, due to the Venezuelan migration crisis, and the need to increase the primary health care coverage in medium and long term.
- Health and nutrition technical support provided to the municipalities regarding the impact caused by the pandemic of covid-19 in the health services specifically in immunization coverage, sexual and reproductive services provision, malnutrition treatment and chronic diseases follow up.
- Technical and managerial support on Covid-19 pandemic control inside and outside shelters provided.
- UNICEF implementing partners monitored through control meetings, field visits and other UNICEF official measures.
- Participation in official meetings with implementing partners, municipalities, other UN agencies and partners of Operação Acolhida guaranteed.
- Health and nutrition information collected and analyzed according Ministry of Health and UNICEF standards and guidelines.
- Technical support to the Health Secretariat of Boa Vista and Pacaraima provided aiming the: Promotion of active leadership for health professionals in Basic Health Units; Strengthening performance in public policies and intersectionality between the technical references of the Primary healthcare and epidemiological surveillance ; Qualification of Community Health workers in Primary Health care pillars/axes and look at the Venezuelan migrant population; Development of new workflows with a view to integrating Primary healthcare and epidemiological surveillance;
- Municipalities and State Mental Health and Psychosocial support services and strategies strengthened.
- Strategies for safe and healthy schools and for the development of health promotion in schools strengthened.
- Immunization services, such as vaccine management, registration system and welcoming inside primary care facilities strengthened aiming the increase of vaccination coverage and access of Venezuelan population.
To qualify as an advocate for every child you will have
- University degree in one of the following fields is required: Nursing, Medicine, Public health/nutrition, Health policy and/or management or other health related sciences, with specialization or Masters degree in Public health and/or Primary health Care;
- A minimum of 2 years of professional experience (mid and/or senior level) in public Health/Primary Health Care planning and management and in relevant areas of public health;
- Experience with emergencies is an asset;
- Good knowledge of Microsoft Package: Excel, Word, Power Point, Web navigation and among computer software;
- Good knowledge of Project Management;
- Solid inter-personal skills;
- Written and verbal communication skills in Portuguese, knowledge in English is an asset.
- Previous work experience within the UN/UNICEF is an asset.

- UNICEF will provide the individual contractor all required core equipment and material for fulfilling his duty, including computer
- Expenses related to travels, if any, will be covered by UNICEF and paid to the Individual contractor as per UNICEF travel rules and regulations.
- No contract may commence unless the contract is signed by both, UNICEF and the Individual Contractor
- Individual Contractors will not have supervisory responsibilities or authority on UNICEF budget.
INSURANCE AND HEALTH COVERAGE
- The Individual Contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
- The Individual Contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.
- UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
RESTRICTIONS
- Individual Contractor may not receive training at the expense of UNICEF. Notwithstanding, Individual Contractors must complete the applicable mandatory trainings.
- In case of government officials, the contract cannot be issued without prior written clearance by the Government, or unless on leave without pay.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
