BACKGROUND

To develop the Practice Guide on Inclusive Health, review of health programs for disability inclusion, and support for ongoing initiatives on inclusion within child health programming 

Terms of Reference / Deliverables 

(1)   Review of the UNICEF Health portfolio/areas and identify entry points for disability inclusion; this would include review, compilation and analysis data of Strategic Plan indicators (even if not disability disaggregated), SMQs, RAM, and particularly COARs and PIDB code/disability tag reported within Goal Area 1, to identify “hidden“ disability related work and highlight examples to be included in the 2021 Annual Results Reporting for GA1 and GA5;

(2)        Support the development of the Practice Guide on Inclusive Health, including reviewing existing training for frontline workers in health-related areas and developing content on disability that can be added to existing training*;

(3)        Review existing health-related guidance, strategies, action plans, SP indicators and SMQs for disability inclusion;

(4)        Provide technical assistance support to the ongoing work on early identification and early interventions for children with developmental delays and disabilities in Bulgaria, Uganda and Peru.

(5)        Support the development of the technical guidance on early identification and early interventions for children with developmental delays and disabilities, based on completed evidence-synthesis in a number of relevant areas, specifically by facilitating the internal and external review of the draft.

*in line with the work being done by UNICEF Programme Group Teams, including Disability Section, on a UNICEF training package for Inclusion for frontline workers

Qualifications

(1) Education

• Advanced degree (Masters) in Public Health and related fields.

2) Work experience

• A minimum of 5 years work experience on Inclusive Health Programming, Disability Inclusion in the Health Sector, Health Systems, Primary Health Care.   

3) Competencies

• Excellent written and verbal communication in English.
• Good judgment, initiative, high sense of responsibility, tact and discretion.
• Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

 Requirements:

• Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
• Financial proposal that will include:
• your daily/monthly rate (in US$) to undertake the terms of reference. 
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
