The UNICEF Office of the Secretary of the Executive Board (OSEB) is responsible for maintaining an effective relationship between the Executive Board (EB) and the UNICEF secretariat. Under the guidance of the President and the Executive Director, the Office services all aspects of the work of the Executive Board, including the formal sessions, informal consultations and briefings, Bureau meetings, and field visits by the Executive Board members. The Office also provides editorial and technical services for all documentation related to Executive Board sessions and meetings, decisions, reports of sessions and the country programme document repository.

Under the supervision of the Secretary, the consultant/individual contractor will support the OSEB by i) assisting in the research on governance related topics; ii) carrying out analysis of data pertaining to EB matters; iii) review specific work deliverables and outputs within OSEB with a view of documenting and streamlining, where possible; and iv) provide support before, during and after formal and informal Board meetings.  

How can you make a difference

1. Assist in the research on governance related topics

As directed by the Secretary of the Executive Board, contribute to researching EB related historic documentation such as session documents, reports of session, verbatim, audio/video recordings, and / or decisions adopted by the EB on specific issues. Topics being researched might for example include how specific matters were dealt with by the EB over time. As needed, review the documentation available of other Agency, Funds and Programmes EBs for comparative purposes. Prepare concise, accurate overview on specific topics providing historical background, highlighting key issues, and developments over time.     

2. Contribute to building evidence based EB intelligence

Review existing information (and contribute to generating new one) obtained through a variety of means such as surveys, reports of sessions, note for the records… Conduct initial qualitative analysis of information with a view of identifying patterns, trends, clustering issues, managing existing knowledge or deriving key learnings to contribute to knowledge exchange and evidence-based business intelligence on EB matters.  Activities under this item could, for example, include the review of positions adopted by member states on a given topic over time.   

3.  Review work deliverables and outputs within OSEB

As directed by the Secretary of the EB, review given areas of work within OSEB with a view to mapping business process, identifying and recommending areas for streamlining and / or improvement, and documenting business process as required.   

 

4.  Support the population of a roster of pre-qualified editors

In consultation with colleagues from human resources division and supply division and in close cooperation with the administrative associate and the strategic planning specialists, support the issuance of an expression of interest exercise to source highly qualified editors aiming at identifying, testing, and retaining editors to support the preparation of documents for the EB.

5. Provide support before, during and after Executive Board informal and formal sessions

  • Assist with Board session and other Executive Board meetings, as necessary: preparation, proceedings, post-meeting tasks
  • Any other tasks

To qualify as an advocate for every child you will have…

  • Completion of secondary education (e.g. High School diploma) is a minimum requirement.  
  • Completion of university degree is highly desirable.
  • Minimum of five (5) years progressively responsible work experience in a related field, preferably within UNICEF or the United Nations system, including in the preparation of analytical and processing of official documentation or informational material, as well as electronic and web-based presentations. A combination of comparable and related qualifications could also be considered.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish), particularly French and Spanish is considered an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
