Background & Rationale

UNICEF Brazil is being acknowledged for mobilizing a crescent number of adolescents in the Semiarid, the Amazon and large urban centres to participate in forums related to their rights and their development as a result of strategies to support municipalities to create opportunities for participation and engagement. More than 150.000 adolescents have been engaged in activities promoted in large urban centres, the Semarid and the Amazon regions. In 2018, almost 1 million adolescents and youth virtually interacted in a chatbot on social media using artificial intelligence to receive important information on the safe use of internet with focus on the risks of sharing intimate image without consent. Under the sports for development strategy, more than 15,000 adolescents were mobilized to promote safe and inclusive sports in their municipalities by the integration of Caravana do Esporte an UNICEF Seal initiative supported by ESPN and Disney.

 

To integrate all these adolescents and youth in the global initiative Generation Unlimited it is necessary to have an adolescent mobilization expert. She/he is expected to systematize the tools, methodologies  and activities used by different groups in order to make this strategy sustainable by supporting and giving technical assistance to the different groups of adolescents, helping them to consolidate their own networks in which they can make their voices heard, influencing public policies and partnering with UNICEF to advance in the promotion of their rights. Moreover, this individual contractor will support UNICEF team to manage projects, negotiate with donors, report on regional and international initiatives in coordination to different stakeholders engaged in the implementation of programs in the scope of Generation Unlimited (GenU), Upshift approach and UNICEF Brazil platforms.

 

Purpose

This individual contractor is expected to provide project management support, technical assistance and expertise to consolidate the existing networks and initiatives of adolescents and to foster incipient adolescent’s networks such as afrodescendents, indigenous, from semiarid regions and other most vulnerable groups. The individual contractor will support the implementation and management of UNICEF-led projects according to UNICEF high quality standards and donor requirements.

 

The incumbent could be requested to travel around the country and, eventually, in international meetings to share experiences and identify new approaches and methodologies to be adapted to the Brazilian context. Activities such as organizing meeting, conferences, workshops and training will be demanded. Production of reports, analysis and systematization will be requested in Portuguese and English. Social media interaction with adolescents and adolescents’ network is an important part of the job, mainly through U-Report platform and social media.

 

Expected results: (measurable results)

SMART: Specific, Measurable, Achievable, Realistic, Time Bound

Result 1: Existing adolescent’s networks strengthened, and new offline and online adolescent’s networks fostered by April 2021.

  • Map the national existing adolescent networks and elaborate a list with updated contacts of members and respective area of interest along the 11 months of the contract.
  • Identify and elaborate a list of adolescent leaders and initiatives that could be supported to create spaces of participation for adolescents, including in initiatives related to COVID-19 prevention and control by December 2021.
  •  Connect and integrate these groups (adolescent networks and initiatives) by promoting offline and online interaction and provide them with content related to their development and their rights along the 11 months of the contract.
  • Promote activities such as: events, workshops to support adolescents in the development of their life skills, at least one mentioned activity every two months, starting from the signature of the contract.
  • Schedule and attend at least two regular meetings per month with UNICEF adolescent team along the period of the contract. The IC is expected to prepare notes and present to UNICEF 10 days after the meeting. Despite these specific moments, the IC is expected to make weekly contact with UNICEF partners and colleagues for the effective implementation of programmatic activities.

Result 2: Technical support to ongoing and future projects on Sports for Development iniative (S4D)

  • Support UNICEF officers in the dialogue with Instituto do Esporte Educação (IEE/SP) and Instituto Mpumalanga (SP) to provide technical inputs and strategies of integration of Caravanas and UNICEF Seal and to adapt the initiative to the context of COVID-19 pandemic.
  • Provide technical inputs to the ongoing negotiations of project proposals for ESPN &Disney (English) by Dec 2021. 
  • Prepare official donor reports of ESPN & Disney initiative (English) and present them to UNICEF at least 15 days before the official deadline. The number of reports will vary according to grant#s conditionalities.
  • # Map possible donors and partners for the S4D initiative with the support of the PFP team.
  • # Review official technical reports of ESPN & Disney initiative according quarterly, in regular contact with implementing partners.

Result 3: UNICEF Brazil initiatives with adolescents integrated to the global framework of the Generation Unlimited

  • Provide support to GenU/Youth Challenge initiatives in Brazil so they have all information to participate in the global selection process and implement their projects by April 2022.
  • Mobilize adolescents from different regions of Brazil to participate in the GenU initiative One Million of Opportunities during the period of implementation of this contract.
  • Support UNICEF team with technical inputs to help the implementation of the adolescent AWP 2021 and design of AWP 2022.
  • Organize UNICEF Youth Council monthly meetings along the 11 months of the contract.
  • Participate and contribute to bi-weekly meetings on UNICEF-Dove initiative.
  • Prepare donor reports of the Dove initiative (English) and present them to UNICEF at least 20 days before the official deadline. The number of reports will vary according to grant’s conditionalities.
  • Participate in meetings of the 1 million opportunities initiative (1MiO) and contribute with intersectional inputs regarding race, gender and sexualities to the UNICEF team, especially on the thematic of generating professional opportunities to the most adolescents and young people facing social vulnerabilities.

 

Result 4: U-Report with an increasing number of participants and U Report on the move strategy implemented by April 2022.

  • Provide technical support to consult adolescents and young people through the implementation of polls and infocenters on issues related to COVID-19, healthy eating, sexual and reproductive rights among other issues related to their rights during the 11 months of this contract.
  • Support the recruitment of new U-Reporters to reach the total number of 100,000 users of the platform by April 2022.
  • Support the use of U-Report by new partners as a tool to consult adolescents and youth during the 11 months of this contract to have at least five new partners using U-Report by April 2022.
  • Participate in at least two national and international meetings with members of U-Report community during the period of this contract. The IC is expected to review and prepare specific materials for these strategic meetings.

 

DELIVERABLES:

The products included in the contract will be delivered continuously during the period of implementation of the contract. The results will be evaluated by the quality of:

 

  1. The integration of all Brazil country office initiatives on adolescents and youth in the global program Generation Unlimited.
  2. The support to program development and planning for the achievements of results of UNICEF components 1: enhanced policies for excluded children; 2: quality social policies; and 4: engaged citizenry and participation.
  3. Schedule and attend at least two regular meetings per month with UNICEF Adolescent team. Prepare notes and present to UNICEF within 10 days after the meeting. Besides these specific meetings, the IC is expected to maintain weekly contact with UNICEF partners and colleagues for the effective implementation of programmatic activities.

Key competences, technical background, and experience required Deadline

Education:

Experience:

  • A minimum of 3 years of professional experience with adolescent networks online and offline.
  • Experience in the UN System agency or similar organization will be considered an asset.
  • Knowledge on children’s rights issues, including the Convention on the Rights of the Child and the Statute of Child and Adolescent.
  • Experience in content production and management.
  • Teamwork skills and capacity to work with tight deadlines.
  • Knowledge in the use of digital media tools and social networks.
  • Previous experience on using digital platforms similar to U-Report.

Language Requirements:

  • Fluency in Portuguese
  • Advanced knowledge of English is required
  • Excellent writing skills in Portuguese is required

General Conditions: Procedures and Logistics

  • The Individual Contractor will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or individual Contractor
  • Consultants / ICs will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultants and individual contractors may not receive training at the expense of UNICEF.  Notwithstanding, consultants and individual contracts must complete the applicable mandatory trainings.   

Payment of Fee

The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Insurance and health coverage 

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate. 
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members. 

Restrictions

In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
