UNICEF has been leading and working with partners on the fight against sexual exploitation and abuse against children and beneficiaries, together with workplace discrimination, harassment, sexual harassment and abuse of authority.
The main purpose of the consultancy is to:
- Conduct PSEA training to program and operation staff members with technical support from Planning and Monitoring and Child Protection Section
- Conduct PSEA training to CSOs
- Support UNICEF staff members (Program Specialist/Program Officer) in quality assurance aspects of PSEA assessment process conducting PSEA assessment of CSOs and reviewing the data/information uploaded from CSOs in e-Tools with concerned responsible UNICEF staff members.
- PSEA capacity development plan of each CSO developed and shared with CSOs.

Specific Task
Training:
- Organize a remote PSEA training using PSEA Toolkits Training Package to UNICEF staff members (4 events by December 2020)
- Conduct independently remote PSEA training using PSEA Toolkits Training Package to national CSOs with the support from UNICEF Program Officer/Specialist from Country and Zone Offices (by February 2021).
PSEA Assessment (by May 2021)
In consultation with the UNICEF responsible program officer/specialist, PSEA consultant reviews the self-assessment from the partner using the Methodology for Review of Assessments. The reviewer either confirms that the supporting documents evidence the existence of the policies, procedures and systems, or requests additional supporting documents or clarification from the partner using the Template for Feedback to CSO Partners.
PSEA action plan (by August 2021):
Once the PSEA assessment is completed; consultant works closely with the UNICEF program officers/specialist and national CSOs to develop an Action Plan to address gaps in organizational PSEA capacity, as highlighted through the PSEA Assessment.
During the action plan development; consultant also provides technical support/guidance to the national CSOs to develop and implement policies, procedures, and systems to improve PSEA organisation capacity of the CSO.

The total duration of this consultancy will be for a maximum of 10 months tentatively starting from 16 November 2020

Minimum Qualifications Required
Education:
An advanced university degree (Masters and above) in one of the following areas is required: international development, human rights, psychology, sociology, international law, or another relevant social science field.
Work Experience:
A minimum of 5 years of relevant professional work experience in child protection, or prevention or protection against sexual exploitation and abuse, or gender-based violence is required, including very good knowledge of the technical area. Experience in conducting training is essential. Experience working in multi-cultural settings is an asset. Experience in capacity building and systems strengthening is an asset.
Special skills:
Very good organisational and facilitation skills required.
Proficiency in English and Nepali is required.

Remarks:
Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
