The purpose of the consultancy is to provide focused and intensive technical support to the Nutrition Section of Family Welfare Division of DoHS/ Ministry of Health and Population in order to ensure effective implementation of comprehensive nutrition packages as mentioned in the MYWP signed between UNICEF and MOHP.

Specific Tasks: 

The Nutrition consultant will provide technical assistance to the Family Welfare Division and Policy Planning Division of Ministry of Health and Population (MoHP) to achieve the following tasks:

a. Support for nutrition specific policy, planning and programme management: The consultant will provide technical assistance to Family Welfare Division of Department of Health Services/Ministry of Health Population to strengthen nutrition policy, planning, programme management, monitoring and reporting processes:

  • Support Nutrition Section of FWD to finalise revisions to the national IMAM guidelines
  • Support process of finalizing the costed five-year action plan of nutrition specific interventions.
  • Prepare annual workplan and budget (AWPB) for nutrition specific interventions and nutrition sensitive interventions through health sector for the government’s fiscal year 2078/079 in coordination with other sections of FWD and other relevant divisions in line with MSNP, national health policy and National Health Sector Strategy Implementation plan (NHSSIP) and five years costed nutrition specific action plan.

b. Support for strengthening supply chain management of nutrition commodities: The consultant will support Family Welfare Division and Management Division of DoHS/MoHP to strengthen the nutrition supply chain system as follows:

  • Support capacity development activities for supply forecasting, procurement and distribution processes
  • Provide technical assistance to develop supply specifications that match or align with UNICEF standards; RUTF, MNP, ReSoMal, F100, F75 and other anthropometric equipment
  • In coordination with UNICEF field colleagues, Provincial Health Service Directorate of nutrition programme and Provincial Health Logistic Management Centres, support distribution planning for and monitoring of nutrition commodities.

c. Support nationwide scale up of nutrition specific interventions: The consultant will support Family Welfare Division of Department of Health Services/Ministry of Health Population for Scaling Up Nutrition Specific Interventions as follows:

  • Provide technical assistance to revise, update and develop nutrition specific programme guidelines, protocols and strategies
  • Prepare a road map for the national scale up of nutrition specific interventions including maternal and adolescent nutrition, BFHI, IMAM programme, MNP and infant and young child feeding programme.
  • In coordination with FWD/DoHS/MoHP, MOFAGA and MOHA, revise the concept note/strategy to integrate IYCF with child cash grants nationwide and support an implementation plan

d. Support nutrition in emergencies preparedness and response: The consultant will support Nutrition Specialist (nutrition cluster coordinator and co-lead of nutrition cluster) of UNICEF and Chief of Nutrition Section of FWD/DoHS/MoHP (nutrition cluster lead) for the competent and efficient management of nutrition in emergencies as follows:

  • Support arrangement and management of nutrition cluster meetings as required
  • Prepare meeting minutes and disseminate/share with all nutrition cluster members and relevant authorities
  • Support and capacitate Family Welfare Division to represent the nutrition cluster in inter-cluster humanitarian coordination meetings lead by Ministry of Home Affairs, as well as support to plan, organize and conduct training and orientation activities for government personnel and partners in emergency nutrition and disaster risk reduction.
  • Support FWD to coordinate with provincial nutrition cluster and relevant authorities for the development and implementation of nutrition in emergency response plan and implement it as and when needed.
  • Participate in initial rapid assessment during emergencies along with other cluster members as needed.
  • Update data base on nutrition in emergency supplies, trained human resources, nutrition cluster activity mapping including 4W (what, where, when whom) mapping.

e. Support for capacity building for nutrition specific interventions: the consultant will support FWD/DoHS/MoHP for the capacity building for nutrition specific interventions as follows:

  • Support FWD to develop capacity building plan including the training of health workers and FCHVs at different levels in line with five-year action plan for nutrition specific interventions
  • Develop training materials including power point presentations, training hands outs, manuals and other relevant materials
  • Facilitate training programme to guide the trainers/facilitators for nutrition specific trainings.

f. Monitoring and Reporting: The consultant will support FWD/DoHS/MoHP to monitor nutrition specific interventions and periodic reporting of nutrition specific interventions as follows:

  • Prepare/revise monitoring checklists of IMAM, MNP/IYCF, Child Cash-grants, maternal and adolescent nutrition programmes and support FWD to conduct annual programme implementation monitoring
  • Support FWD to prepare an annual progress report of nutrition specific interventions which will be included in the annual report of Department of Health Services considering key nutrition programme indicators mentioned in the HMIS.
  • Provide technical assistance to Nutrition Section of FWD/DoHS/MoHP for improved programme monitoring, reporting against MSNP results framework.

Duration of the Assignment: 

The total duration of the consultancy is 11.5 months effective from  01 October 2020 to 15 September 2021

Travel to field to different provinces will be required under this assignment.

The consultant will be based in the Nutrition Section of Family Welfare Division of DoHS/MoHP with frequent visits to NCO UNICEF, Nutrition Section for meetings and reporting

To qualify as an advocate for every child you will have…

Education: Advanced University Degree in nutrition, public health nutrition, nutritional epidemiology, nutrition research, nutrition policy and/or programme management, is required.

Work Experience: A minimum of six years of professional experience in nutrition/health policy, MSNP, public health nutrition, nutrition planning and management and/or in relevant areas of maternal, infant and child health/nutrition care. Similarly, preference will be given to those who have prior experience working with Family Welfare Division of Ministry of Health and Population, Development partners, I/NGOs and Research Organizations.

Special skills:  Familiarity with the infant and child nutrition, adolescent and maternal health and nutrition issues in Nepal, highly skilled in program planning and documentation, supervision and monitoring and technical backstopping in the program planning and health/nutrition policy, familiar with the nutrition related training in health and nutrition sector, excellent communication, coordination, analyzing, negotiating, and advocacy skills required.  Good data analysis and database management skills. Proven track record of high-quality documentation and report writing skills and fluency in English and Nepali.

Knowledge required: In-depth knowledge of the Nepal Multi Sector Nutrition Plan (MSNP), Integrated Management of Acute Malnutrition, micronutrient initiative, Infant and young child feeding programme, nutrition in emergencies, familiarity with the key components of the Health Information Management System (HMIS), and knowledge of standard operation procedures within the Ministry of Health and other Ministries of Nepal relevant to MSNP.

Language Proficiency / Computer Skills

Proficient in speaking/writing in English and Nepali

Good computer skill in Excel, Word, PowerPoint, ENA software

Familiarity with Health Information System, District Health Information System (DHIS2)
