NRC in Jordan
Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance. NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies.

Duties and Responsibilities

The purpose of the ICLA Specialist position is technical development of ICLA, strategic direction and quality assurance, the ICLA strategy and quality control. The ICLA Specialist is responsible for mentoring, train and capacity build staff on ICLA technical capacity. The following is a brief description of the role.

  • Develop ILCA strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  • Identify trends technical standards and donor priorities
  • Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support
  • Ensure that key learnings are extracted from ICLA implementation, and incorporate them in ICLA and staff development processes
  • Provide systematic training and build capacity of technical staff, in approaches including cash-based interventions and market based programme
  • Represent NRC in relevant forums/clusters, including with national authorities and donors
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications

  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery/development context
  • Experience in human rights/access to justice programing
  • Previous experience from working in complex contexts
  • Documented results related to the position’s responsibilities
  • Experience working in coordination and liaising with external actors
  • Ability to multi-task and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/specific skills, knowledge and experience:

  • Knowledge of the context in Jordan
  • Knowledge of international human rights law and refugees law
  • Experience in advocacy work
  • Experience in working with local organizations is an asset

We can offer

  • Contract period: 12 months.
  • Duty Station: Amman, 60% travel within Jordan.
