DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

Overall purpose of the role:

This Information Management (IM) Specialist will act as the technical advisor for the development and implementation of the Yemen Mine Action Coordination Cell (YMACC) IM system, Additionally, developing end-user information and analytical products that will support and help expand Humanitarian Mine Action (HMA) activities in Yemen.Key

Responsibilities

· Work closely with the Geneva International Centre for Humanitarian Demining (GICHD) PM (IM Yemen focal point) in understanding the Mine Action end-user IM requirements and designing processes and tools to address those needs and requirements.

· Provide IM and Geographic Information System (GIS) support (in the context of Information Management System Mine Action (IMSMA) Core) to Yemen Mine Action Program.

· Work closely with the UNDP Operations team and coordinate activities with them.

· Coordinate deployment and maintenance of IMSMA Core in Yemen.

· Monitor Yemen IMSMA Core implementation including the implementation of the structures and Standard Operations Procedures (SOPs).

· Provide IM/GIS support to UNDP and to different HMA partners in coordination with the YMACC IM Yemen focal point.

· Prepare IMSMA Core training material and deliver training courses as required.

· Conduct IM capacity assessment of Yemen Mine Action program, providing recommendations and assessment reports, as baseline for future workplans.

· Develop an IM workplan based on the result of the assessment report, in coordination with GICHD PM.

· Assist and follow up with Yemen Mine Action program in the implementation of the IM workplan and trainings.

· Develop capacity of Yemen Mine Action program IM staff by conducting relevant IM trainings, workshops and providing technical advice.

· In consultation with relevant stakeholders, review and draft updated version of an IM strategy, IM National Mine Action Standards (NMAS), and IM SOPs to be approved by Yemen Mine Action program.

· Lead in identifying/updating IM processes, IM procedures, process mapping and writing relevant guidelines.

· Coordinate with the relevant stakeholders as focal point for the project, most notably for other INGOs and local NGOs, on all matters related to IM/IMSMA and ensure that professional relations are maintained.

· Ensure all required hardware and software is in place for Yemen Mine Action program to conduct its mandated work in IM/IMSMA and assess any needs not covered.

· In dialog with GICHD PM, assist in implementation, monitoring and management, with emphasis on relevance, quality, cost efficiency and impact.

· Develop data collection processes and overall data management activities (including encoding, storing and processing) and support IM standardization and analysis of the collected data and information.

· Ensure timely preparation and generation of information products, and support on information sharing and dissemination through web platforms to all relevant Humanitarian implementing partners.

Additional Duties

· Maintaining project and software documentation.

· Acting as the in-country focal point for GICHD in Yemen.

· Making suggestions for improvement.

· Monitoring the security situation in Yemen and consulting with GICHD with regards to it.

· Fulfilling other tasks as assigned by the GICHD PM.

About you

· University degree in Computer Science, GIS, Information Management or equivalent.

Required

· Experience in Mine Action development and implementation of IM systems.

· Experience in delivering training courses to a diverse audience.

· Ability to lead workshops.

· Confident writer and public speaker.

Languages:

· Fluency and efficient communication skills in spoken and written English.

· Working knowledge of Arabic.

We offer

Contract length: Till Dec, 2021 with possible extension based on fund and performance.
