Information Management Specialist

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Within the delegated authority and under the supervision of Chief of Knowledge Management Section of the UNECA or his/her designated mandated representative(s), the UN Volunteer Information Management Specialist will:

  • Lead in the review of the ECA KM Strategy and work closely with the Chief of Section to institutionalize Knowledge Management Commission-wide;
  • Lead in the formulation of overall institutional policies, procedures, objectives and guidelines affecting the development, maintenance planning and implementation of the of the ECA Knowledge Management strategy;
  • Lead in the development of the ECA knowledge and information architecture and ensure that the business processes are knowledge-centric and fall within the overall ECA Knowledge Management strategy;
  • Analyzes and advises the Commission and its information clientele on innovative solutions and methodologies to support knowledge-enabled business processes as well as participate in system process reengineering efforts to satisfy the knowledge/information needs of the Commission;
  • Routinely performs high level research and analyses, applying extensive experience in the integration of knowledge and related information resources from a wide variety of sources to enable a seamless access to knowledge in support of the Organization’ s mandate;
  • Formulate, and implements policies, standards, guidelines, procedures and tools for developing, managing, preserving, disseminating, accessing ECA’ s knowledge products and services including its digital archives;
  • Provide advisory services organization-wide on information/knowledge management activities based on needs assessment, business processes, workflows, technical requirements and budget analysis;
  • Participate in developing and implementing ECA’ s portfolio of business process and advises requesting units on the most appropriate strategies and approaches for incorporating knowledge into the business processes;
  • Contribute to writing, reports and papers on Knowledge Management and best practices;
  • Performs other duties as assigned


Master degree or equivalent


  • Advanced university degree (Master’ s degree or equivalent) in Information Science, Information Systems development, Knowledge Management, Library and documentation science or related area.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


60 Months

  • A minimum of five years of progressively responsible experience in Knowledge Management, Information Management, and/or Information Systems;
  • Knowledge Management policy development; management of knowledge services and expertise in information technology solutions within a knowledge centre and/or library setting;
  • Experience in planning, designing, developing, implementing and maintenance of information/knowledge systems;
  • Practical knowledge and experience in the development of institutional repositories, digital and virtual knowledge/information services including web services;
  • Proven contributions in exploring, adapting and applying new technologies and methodologies in knowledge and information management;
  • Experience in application of information management standards in systems development;
  • Experience in advanced Web development and online delivery of knowledge and library services; Strong research and technical/policy writing experience and demonstrable presentation, training and facilitation skills and project management skills are an added advantage.
  • Hands on experience with Library Integrated Management Systems (ILS), Repository development software such as Dspace, Web Content Management systems, such as Drupal, is extremely desirable.

Professional experiance in:

  • knowledge management, Information management, and/or Information Systems;
  • knowledge Management policy development;
  • management of library and documentation centres and expertise in specific dynamics of the processes of knowledge creation,
  • knowledge acquisition, knowledge sharing, and knowledge reuse,
  • information technology solutions within a knowledge management and/or library setting.
