About the role: This is a one-year, unaccompanied role based in Syria with a salary of Grade 4 €41,603 – €46,226.
The Internal Audit Coordinator is responsible for ensuring that the Concern programme, is fully compliant with Concern and donor procedures and regulations. The job holder will ensure adequate controls are in place by planning and executing both scheduled and ad hoc audit assignments including fraud investigations. This contributes to a systematic and disciplined approach to risk management, controls and governance processes within Concern.

You will be responsible for:
Internal Controls:

Carrying out reviews and verification of records, to assess compliance with Concern policies and procedures.

Ensuring internal control procedures are being complied with. This involves regular visits to all Concern projects as well as field offices both in Syria and Iraq to ensure all Concern Worldwide policies and procedures are being correctly adhered to and implemented.

Produce high quality concise audit reports, to substantiate findings, with clear recommendations for submission to the Syria Iraq Country Management team.
Fraud prevention and Investigations:

Monitoring compliance with Concern’s policy and procedures and establishing mechanisms to discover and prevent potential fraud.

Identify/track the incidence of fraud and error by carrying out necessary checks to ensure transactions are genuine and fair and to prevent abuse and misuse of Concern’s resources.

Undertake investigations with CD approval (and Regional Director /Head of Internal Audit depending on the scale of the allegation) of alleged fraud, corruption and any other type of misconduct, with objectivity, impartiality and fairness throughout the investigative process and in accordance with Concern guidelines.

Formulate investigation plans, conduct interviews, acquire and analyse potential documentary and electronic evidence and present investigative results in a clear written report.
Safeguarding Investigations:

Monitoring compliance with Safeguarding policies and procedures

Work with the Head of Internal Audit & Investigations on relevant misconduct investigations, including safeguarding investigations.

Undertake Safeguarding investigations as assigned by the Head of Internal Audit & Investigations and agreed with the Country Director with assigned investigation officers

Developing an Investigation terms of reference (ToR) for approval by Head of Internal Audit & Investigations.

Ensuring that Investigation Officers are adequately trained and qualified to conduct an investigation and that they are sufficiently supported throughout the process.

Arranging and identifying suitable support mechanisms for anyone affected by the Safeguarding investigation if required

Provide training to senior manager team on safeguarding investigations
Support:

Provide support to the country team in relation to presenting relevant training sessions, including conflict of interest and fraud prevention.

Provide assistance to the country team in relation to prevention of recruitment related fraud and advise on strengthening our systems to ensure this does not occur.

Review the work of the Procurement and Tender Committees to ensure full compliance with all relevant procedures.
Partner and Financial Monitoring/Support:

Carry out investigation and or audit of our partners as requested by Concern CD

Facilitate fraud prevention training for partner staff as requested by management.

Producing high quality visit/audit reports with substantiated finding and clear recommendations
Other:
- Any other duties as requested by the Country Director
Your skills and experience will include:
ESSENTIAL
Education, Qualifications & Experience Required:

A recognised professional qualification:
-
ACCA (Certified Chartered Accountant)
-
CPA (Certified Public Accountant)
-
3+ years in auditing
-
-
At least 3 years post qualification working in an audit function
-
Thorough understanding of the principles and application of good corporate governance, business and operational risk and control processes and procedures

Fluent Arabic and English essential
DESIRABLE
Education, Qualifications & Experience Required:

Investigation training or experience
-
Experience of the specific requirements of Donors such as ECHO, USAID and UN Agencies.

Previous experience of Middle East.
