I. Organizational Context and Purpose for the job

Job organizational context: Purpose for the job: The Emergency Specialist/RRM Coordinator is in charge of coordinating the RRM program and partners (including donors and implementing partners and other interested humanitarian actors), through the implementation of an effective system of alerts, the launch of multi-sector assessments (MSA), advocacy for immediate and adequate response by the humanitarian community and,  in coordination with other actors, the RRM response in WASH and/or NFI/emergency shelter sectors. The specific objective of the RRM project is based on three pillars: 1) Assessments: Maintaining a humanitarian watch as the basis for the execution of rapid and multi-sector assessments for populations at high humanitarian risks, 2) Response: Based on the prioritization of needs and in coordination with other actors (including the clusters), the RRM responds to new acute humanitarian situations in the WASH and/or NFI/emergency shelter sectors, targeting the most vulnerable children and their families. 3)  Advocacy: The RRM advocates for key messages to be endorsed and addressed by the humanitarian community, as well as to promote complementary interventions by UNICEF and other humanitarian organizations. The UNICEF RRM team actively participates in the ICC, where it bases on MSA reports and steering committee positioning to advocate for rapid response by other partners, mainly in sectors not covered by the RRM, as well as for follow-up interventions. RRM also advocates for humanitarian access through active participation in the Civil Military Coordination meetings.

 

II. Key function, accountabilities and related duties/tasks

Under the supervision of the Chief Field Operations and in collaboration with his/her team, the Emergency Specialist/RRM Coordinator may be assigned the primary, shared or contributory accountabilities for all or part of the following areas of major duties and key end-results.

 

1. RRM coordination and quality insurance

• Ensure the overall coordination of the RRM program through communication with UNICEF field and country office staff, NGO implementing partners and other interested partners;
• Provide the overall strategic framework and oversight to ensure RRM program delivery and quality;
• Lead operational coordination meeting (Comité de Pilotage – COPIL) and look to expand the membership and encourage active participation of partners (e.g. active members, observers, Clusters);
• Represent the RRM at the humanitarian coordination fora, such as the Inter-Cluster Coordination (ICC) and the Civil-Military coordination mechanism;
• Advocate for the RRM assessments, messages and findings to be used by the humanitarian community in CAR;
• Enhance program quality by leading periodic technical and strategic workshops with RRM partners and other relevant partners (including with donors) and by promoting a continuous review of the program;
• Liaise with the humanitarian community to advocate for assessment results and identified needs to be addressed within the defined deadline;
• Develop and maintain networks with relevant stakeholders;
• In coordination with UNICEF concerned departments and partners, ensure a fluid, transparent and timely communication with donors;
• In coordination with UNICEF management and the partnership section, contribute to fund raising;
• In coordination with partners and UNICEF staff, propose innovations that aim at:
  • Strengthening the humanitarian watch system in CAR,
  • Increasing RRM impacts,
  • Reinforcing humanitarian access and acceptance, as well as adherence to humanitarian principles, notably through the participation to the Access Working Group and the CMCOORD,
  • Reinforcing RRM accountability to beneficiaries (Accountability to Affected People),
  • Ensure the implementation of recommendations of the 2020 external evaluation,
  • Ensuring a safe and worthy access to persons with specific vulnerabilities (such as persons with handicap),
  • Ensuring that all actors are fully compliant with protection principles (including protection from sexual exploitation and abuse).

2. RRM operational and administrative management

In close collaboration with the UNICEF RRM Specialist, the Emergency Specialist/RRM Coordinator is responsible for the following tasks:

• Foster closely coordinated partnership with the implementing partners (and other interested partners) and support RRM partners on strategic planning and areas for innovation and improvement;
• Ensure an efficient communication with RRM partners and provide them with the necessary support, including on UNICEF procedures and policies;
• In accordance with the UNICEF HACT and CSO guidelines, develop Program Documents with RRM partners;
• Liaise with UNICEF sections and Operations to complement RRM interventions, whenever possible and relevant;
• Ensure the effective participation of the RRM at the Zone Office (ZO) level and that ZO staff are kept abreast of RRM partner agreements;
• Share synthetic analysis on the humanitarian situation with UNICEF field and country office staff and operational recommendations when relevant;
• Elaborate annual budget requirements and monitor Grants to ensure funds are allocated and utilized as per the proposal and donor agreements;
• In coordination with partners and concerned UNICEF departments, develop a donor strategy and prepare concept notes and proposals;
• Ensure that the RRM benefit from adequate resources, especially in terms of funds, supplies and human resources.

3. Monitoring and reporting

In close collaboration with the UNICEF RRM Specialist, the Emergency Specialist/RRM Coordinator is responsible for the following tasks:

• Conduct regular programmatic field visits in coordination with partners, UNICEF field offices and other UNICEF concerned departments;
• Share regular reports and information on the RRM with the humanitarian community in CAR and donors;
• Monitor the RRM implementation and the good use of resources (budget, supply and assets);
• Prepare donors reports;
• Ensure that RRM data is perceived as valuable and accurate;
• Monitor and report any information or incidents that could impact the RRM implementation and/or the safety and wellbeing of (UNICEF and partners) staff and beneficiaries.

4. Effective management and development of staff under his/her supervision

• Provide guidance and support to colleagues under his/her supervision;
• Ensure that staff, consultants and standby partners are aware of individual and collective responsibilities in accordance with UNICEF’s policies and procedures;
• Ensure the completion of evaluations of staff under supervision;
• Inform staff of any new initiatives/policies/procedures that affect the work of the unit;
• Maintain a healthy, respectful work environment that is conducive to staff well-being.

 

III. Impact of Results

The Emergency Specialist/RRM Coordinator oversees the coordination of one of the most effective and responsive emergency program in CAR. This position allows UNICEF, together with RRM partners and more broadly with the humanitarian community, to develop and maintain a humanitarian watch and response capacities to acute emergencies all over CAR. This position also contributes to strengthen the humanitarian coordination, alongside with the IASC structure (Clusters and specific working groups, such as AAP, cash transfer and humanitarian access working groups), and to provide visibility on the CAR humanitarian situation. Because of his/her responsibility, the Emergency Specialist/RRM Coordinator is a key position in the delivery of emergency – rapid assistance to vulnerable people and children in CAR. In 2021, the RRM aims at providing NFI to 250.000 persons and WASH services to 100.000 persons suffering from humanitarian chocs.

 

IV. Recruitment Qualifications

 Education:

Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.

 Experience:

• Five years of progressive responsibility professional work;
• Experience at the international level in emergency program / project development, planning, implementation, monitoring, evaluation and administration;
• Experience in humanitarian coordination;
• Experience in competitive/complex humanitarian environments;
• Representation and negotiation skills are highly desirable.   

 Language Requirements: 

• Fluency in French and English.
• Knowledge of another official UN language or a local language is considered as an asset.
