I- Introduction
HI Philippines-Indonesia (PIN) carries out a project named Forward Together on livelihood and inclusive employment. This project is funded by a private donor, an important insurance company based in Singapore. The on-going project aim at Improving access to employment and entrepreneurship opportunities for youth with disabilities in Philippines and Indonesia and has 3 expected results (I/ Youth with disabilities have improved skills to enter the workplace or start/scale up their own entrepreneurial activities; II/ Micro-enterprises run by youth with disabilities are successfully created or strengthened; III/ Companies have improved capacities to employ persons with disabilities). It is ending at the end of July 2021.
A second phase has been submitted to the donor. It will cover an additional country Vietnam. Vietnam is part of another HI mission: Mekong Region. The starting project is planned to begin in September. This new phase has the general objective to strengthen the capacity of youth with disabilities to access decent work and building capacities of key employment and livelihood stakeholders, businesses, and companies towards disability inclusion. It targets 1,000 beneficiaries and is planned to achieve 3 results:
· Result 1: Increased employability and economic empowerment of young persons with disabilities
· Result 2: Increased cooperation and engagement between companies and community-based actors in developing a skilled and diverse talent pipeline
· Result 3: Expanded capacity of public and private sectors to employ and retain talents with disabilities
II- Objectives
The overall objective of this consultancy is to support the internal design of quality project strategy and approach on livelihood and inclusive employment for this project
The specific objectives / expected outcomes are:

Contributing to the design of a quality project strategy covering the 3 countries based on the modalities of intervention in each country

Leading the development of an internal project description, together with the country teams, ensuring the document is compliant with HI’s quality standards (technical and operational)
III- Roles and responsibilities
The consultant will:

Propose a clear methodology for the consultancy, considering that team members work across different countries, time zones and remotely (Philippines, Indonesia, Viet Nam, Lao PDR, US and France).
Facilitate participative workshops to support the definition of the detailed activities and timeframe in each country and the modalities of intervention under the available budget. These workshops should

include technical, project, and support team (HR, logistic, finance[1], MEAL). The number and facilitation methodology should be proposed by the consultant.

Produce a detailed project description with all its supporting annexes and if required collaborate with finance team for the development of the budget part.
Humanity & Inclusion (Handicap International Federation), will:
- Support the connection with the different staff members involved and organize an induction
- Provide logistical support, including arranging meetings as requested by the consultant
- Make available all relevant documents to the consultant.
[1] A specific support will be dedicated to the budget development.
How to apply
I- Profile sought
· Proven experiences in project design and proposal writing, covering complex or/and multi-countries project
· Strong analysis and writing skills in English
· Strong facilitation skills (remote working sessions)
Preferable:
· Former experience with HI
· Strong theoretical understanding of livelihood and inclusive employment of youths with disability in Asia
· Sound international experience of livelihood preferably in South East Asia
· Solid awareness of livelihood sector
II- Selection criteria
Interested consultants shall submit to [email protected] and [email protected] for the 25th June COB Philippines Time, the following elements:
· A Curriculum vitae (max. 3 pages)
· A motivation letter (max. 1 page) stressing experiences in livelihood/ inclusive employment, working with marginalized youths program design
· Proposed methodology (max. 3 pages) and schedule for the mission detailing the mission outputs and facilitation approaches
· A financial quotation, indicating a daily fee (USD or EUR) per full working day
III- Duration and time frame
The consultancy is for 15 working days between 5th to 25th July 2021.
