The WASH programme focuses on five main areas of work: (1) Strengthening data, policies, planning capacities and budget allocation for WASH; (2) Enhancing the ability of individuals to change or adopt hygiene behaviors; (3) Strengthening the capacities of communities, schools, and healthcare providers to ensure operation and maintenance of water and sanitation facilities; (4) Improving standards and advocating for increased budgets to support quality infrastructure and proper maintenance, as well as monitoring; (5) Strengthening capacities of governments to plan for, adapt to, and recover from the effects of hazards and disasters, as well as longer-term climate changes that are impacting on water availability and WASH services.
As per the latest global Joint Monitoring Programme Report (with 2017 data), access to basic water supply stands at 72%, basic sanitation at 48%, and open defecation rate at 28%, declining gradually over past years; there is very limited data on hygiene, as well as on WASH services in schools and health care facilities. This highlights the still significant quality and sustainable access to WASH services. The Delegation of the European Union (EU) for the Pacific has a partnership with Kiribati for sustainable and inclusive socio-economic development. As part of this partnership with a focus on innovative financing aspect with a contribution of US $6,776,000 to UNICEF to improve sanitation and hygiene for 10,483 men and women and children on 3 islands of the Line and Phoenix Islands. The WASH Specialist level 3 GJP is to be used in a Country Office (CO) where the WASH Programme is a major component of the Country Programme (or CCPD) and will play a key role to help ensure that expectation under this partnership are met, with particular focus on the implementation of UNICEF’s commitment as set out in the Description of Action on the Line and Phoenix Islands.
How can you make a difference?
The WASH Specialist reports to the WASH Specialist (Level 3) for guidance and general supervision. The Specialist supports the development, preparation, management, implementation, monitoring, and evaluation of the WASH programme in particularly the Line Islands of Kiribati . The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of the WASH-related output results in the target group of islands.

To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.
- Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
- A minimum of 5 of relevant professional experience in WASH-related programmes for developing countries is required, especially in climate change and climate financing specific to WASH an asset.
- Experience working with UN, Government and NGO partners is desirable – preferably in the Pacific; experience working in the WASH in Island Context and knowledge of project areas (Kiribati/Line and Phoenix Islands) an advantage
- Experience in humanitarian response, through deployment mission in a humanitarian situation (with UN-Govt-INGO) or in-country engagement is required.
- Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
