Under the guidance and supervision of the Chief of Field Office, Kananga Office (Level 4), the education consultant is responsible for overseeing the implementation as well as monitoring and reporting the progress of education projects in the province of Kasai (Tshikapa). The consultant will also work closely with the Education team based in Kinshasa

How can you make a difference?

 

Support to education programme development, implementation and planning

  • Support the preparation, design and updating of the situation analysis to ensure that evidence guides UNICEF DRC’s education programmes/projects.
  • Provide technical and operational support throughout all stages of programming processes to education field colleagues to ensure integration, coherence and harmonization of programmes/projects with other sectors, such as Child Protection and WASH and achievement of results as planned and allocated.
  • Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies to ensure the achievement of concrete and sustainable results in an integrated and value for money approach.

Education Programme management support, monitoring and delivery of results

  • Oversee the implementation of education activities in Kasai province
  • Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks and performance indicators to assess/strengthen performance accountability, coherence and delivery of concrete results for education programs/projects.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews to assess progress and to determine required action/interventions to achieve results.
  • Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management.
  • Actively monitor education projects through field visits and discussions with education field staff to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Monitor and verify the optimum and appropriate use of resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
  • Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress.

Technical and operational support to programme implementation

  • Provide technical guidance and operational (including budget and supply) support to education staff in field offices to support Education programming.
  • Participate in education programme meetings including programme development and contingency planning to provide technical and operational information, advice and support

Outputs/Deliverables

At the end of the consultancy, the expected outputs are as follows:

  • Education program in Kasai office is supported through technical support 
  • Projects reports and monitoring system are set up and functional
  • Program and projects implemented in the Kasai office have timely and efficient budget expenditure, supply delivery to beneficiaries is optimal and results expected are achieved on time based on the projects proposals

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: education, economics, or Social Sciences fields relevant to international development.
  • A minimum of five years of professional experience in education programme planning in development and emergency contexts.
  •  Strong analytical, organizational and writing skills required.
  •  Experience working in complex crises and fragile states desirable. Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in French and English is required. Knowledge of local language of the duty station is considered as an asset.

Submission of Technical and Financial Offers

Applicants are invited to produce:

1. A technical offer including, among other things, an understanding of the mission, the detailed methodology, a timetable for the implementation of the consultancy.

2. A financial offer indicating the total remuneration (fees, mission expenses, etc.). It must include the details of the period of validity and the method of payment that will be made according to the procedures approved by UNICEF.
