Addressing Gender-Based Violence (GBV) in emergencies is a core commitment for children. In addition to addressing GBV from a program perspective, GBV risk mitigation is a core commitment of all UNICEF programme sectors.
GBV, including conflict-related sexual violence as well as sexual exploitation and abuse, is a long-standing issue in DRC: from January to September 2020, 45,000 cases of GBV were declared in the DRC . Among women and girls aged 15 to 49, almost 30% have been sexually abused and 16% among teenage girls aged 15 to 19, were mainly abused in the private and family sphere . Emergency situations further exacerbate this phenomenon: according to the United Nations Secretary General’s 2019 report on conflict-related sexual violence, 1,409 cases of conflict-related sexual violence were recorded in the DRC in 2019, an increase of 34 percent compared to 2018. In addition, the gender-specific impacts of epidemics and their propensity to increase GBV on girls and adolescents have also been documented in the context of the crisis in Kasai.
According to the MICS (2018), 18% of adolescents aged 15 to 19 are married, or in a union, 10% of adolescents have suffered sexual violence, and one in four adolescent girls have given birth before the age 18. Early pregnancies are twice as likely in rural areas (32%) as in urban areas (18%).
To further consolidate and expand its footprint on GBViE in Kasai, UNICEF is expanding its programmes on
- Investing in GBV response and prevention to improve access to quality of multi-sectoral life-saving services for survivors of GBV and SEA, while mitigating social norms and drivers that contribute to GBV and SEA.
- GBV risk mitigation across UNICEF’s programme sections and clusters to deliver UNICEF supported services that are safe, accessible, and proactively promote the participation of women and girls in a more systematic manner.
- Capacity building for local partners including women organizations to improve both the quality of services, and to contribute to longer-term and more sustainable solutions.
Under the guidance and supervision of the Chief of Field Office, Kananga Office (Level 4), the GBViE consultant is responsible for overseeing the implementation as well as monitoring and reporting the progress of GBV projects in the province of Kasai (Tshikapa and Kananga). The consultant will work in close collaboration with the Child Protection team based in Kinshasa.
How can you make a difference?
Support to Programme development, implementation, and planning at the field level
- Support the preparation, design and updating of the situation analysis to ensure that evidence guides UNICEF DRC’s GBV programmes/projects.
- Provide technical support and guidance on the formulation, design, planning, implementation, monitoring and evaluation of GBV prevention and response programmes in Tchikapa and Kananga.
- Work closely with the Education section and partners to establish a safe and confidential reporting mechanism for cases of school and community-based violence and abuses on adolescents’ girls.
- Support the establishment of safe spaces supported/managed by women’s associations to facilitate identification of out-of-school girls, support referral to specialized services.
Programme management, monitoring and delivery of results
- Actively monitor GBV projects through field visits and discussions with staff, partners and communities to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
- Monitor and verify the optimum and appropriate use of resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources.
- Prepare programme reports for management and donors, support proposal writing as required
- Establish an M&E system to report on programme implementation progresses
- Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies to ensure the achievement of concrete and sustainable results in an integrated and value for money approach.
Technical and operational support to programme implementation
- Provide technical support and guidance to partners to ensure GBViE programming is aligned with UNICEF and Inter-agency standards, programming strategy documents, policy.
- Ensure regular capacity building on GBV for UNICEF staff and partners on the three key pillars of GBViE programming – prevention, response and risk mitigation
- Support the inclusion of Gender, GBV and PSEA cross-cutting components across all UNICEF’s interventions
- Support knowledge management (documentation of good practices, learning exchanges) and programme monitoring through systematic collection, review and analysis of quantitative and qualitative data on UNICEF’s GBViE supported programmes in Kasai/Tchikapa
- Actively engage and collaborate with the GBV Sub Cluster in Kasai
- Liaise with UNICEF CP section and other sections (such as WASH, Health, Education, Nutrition, etc.) to ensure GBV risk mitigation is integrated in the programme in line with the IASC GBViE Guidelines and is monitored accordingly.

To qualify as an advocate for every child you will have…
- Advanced university degree in social work, gender, human rights, laws, psychologies, sexual and reproductive health or other relevant field.
- Excellent commination and interpersonal skills, and proven success in facilitating interagency processes to achieve a common goal,
- A minimum of 5 years of GBViE programming experience with either the UN and/or NGO, especially in emergency settings.
- A proven experience of planning and facilitating training, workshops and other capacity building modalities.
- Fluency in French is essential
