UNICEF DRC is looking for an Individual Contractor for 3 months to cover for maternity leave. The contractor will be required to make technical decisions on Procurement Services activities, which would include product specifications and quantifications; cost-estimates; delivery schedule and adherence to international and national legal requirements. Given the volume, value & the complexity of procurement services, the incumbent’s decisions and professional conduct would affect the Government’s/partners’/clients’ perception of UNICEF as world leader in the procurement of supplies and the overall efficiency and effectiveness of UNICEF procurement services. The assignment will be the opportunity to review the current internal processes to ensure they are on line with UNICEF policies and procedures.
Scope of Work:
- Contributing to the preparation of government and other partners/clients Procurement Services plans that include clear lists of requirements and specifications
- Following up with Supply Division, the Country Office programme sections and the local partner the progress of Memorandum of Understanding and Cost Estimates
- Developing an effective and well-coordinated channel of communication by providing delivery status reports of PS supplies
- Monitoring PS shipments and alert the partners in time to avoid demurrage/detention charges.
- Reports and provide recommendations on issues experienced during the assignment to improve PS transaction in DRC
- Promotes UNICEF PS mechanism to potential new clients by responding to inquiries, information and questions on all aspects of PSM
- Review internal Supply and Logistics existing processes to ensure they are in line with UNICEF policies and procedures.

To qualify as an advocate for every child you will have…
Masters/Advanced university degree in recognized academic institution in Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract or directly related areas including logistics operations or UNICEF programme areas is preferred.
Knowledge/Expertise/Skills required:
- Between 8 and 10 years of experience in the field.
- Work experience in the memorandum of understanding (MoU) for procurement services and supply management
- Experience in ERP/SAP system – Hand’s on experience liaising with various donors involved in procurement and a strong capacity to represent the organization in related technical working groups.
- Fluency in French and English required
- Knowledge in procurement and supply management and relevant related regulations as well as the latest developments and technology in the field
- Leadership and teamwork abilities.
- Good analytical, negotiating, communication and advocacy skills
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization
- Experience with UNICEF in Supply and Logistics is an asset
