The UN Women Liaison Office in Geneva engages with intergovernmental processes and a broad range of stakeholders in Geneva in supporting them to effectively contribute to the full realization of gender equality and the empowerment of all women and girls and their human rights by 2030.
In this context, the UN Women Liaison Office in Geneva is seeking an International Consultant to support the establishment of a baseline, milestones, and targets for indicator 0.1.1. Percentage of resolutions adopted by the Human Rights Council that integrate a gender perspective of UN Women’s Strategic Plan 2022-2025, in relation to the Human Rights Council.
Duties and Responsibilities
Under the overall guidance and supervision of Head of Office of the UN Women Liaison Office in Geneva, and with the support of the Intergovernmental Support Section of the Policy, Programme and Intergovernmental Division at Headquarters, the International Consultant is expected to conduct a desk review of resolutions of the Human Rights Council. The review will be based on an existing methodology used by UN-Women in support of the General Assembly and other intergovernmental bodies.
Specific Tasks:
Conduct a desk review of all resolutions adopted by the Human Rights Council in 2021 at a minimum, 2020 and 2019 if time allows, to assess the extent to which they incorporate a gender perspective (all resolutions are available in the Official Document System of the United Nations).
Review all HRC resolutions examining for evidence of the incorporation of a gender perspective, as determined by the presence of relevant keywords identified in the methodology.
List all resolutions in a matrix to be provided.
Calculate the Numerator: Number of resolutions that integrate a gender perspective and Denominator: Total number of resolutions adopted for the HRC for each year reviewed including a percentage for 2021, (2020 and 2019 if time allows).
Perform other official duties and special assignments that may be requested by the Supervisor
Deliverables:
1. Workplan including methodology and document compilation
Deadline: December 20, 2021
2. All data gathered for the baseline, resolutions and analysis appropriately reflected in an Excel database.
Deadline: January 24, 2022
3. Analysis of resolutions adopted by Human Rights Council in 2019, 2020, 2021 conducted, following established format.
Deadline: February 21, 2022
4. Create charts and infographics based on the findings of the analysis.
Deadline: March 9, 2022

Required Skills and Experience
Education:
Master’s degree or equivalent in Gender, social sciences, humanities or related fields. related areas is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
At least two years of combined work experience in these areas: sustainable development, economics, environment, gender equality or data and statistics.
Demonstrable understanding of policy issues related to gender equality and women’s empowerment within a multilateral/intergovernmental context.
Experience from and knowledge of the UN system or other intergovernmental processes.
Experience in the use of computers and office software packages (MS Word, Excel, etc.)
Experience working in communications and advocacy, and/or research and analysis at the national and international level is an asset
Languages:
Fluency in English is required.
Working knowledge of another official United Nations language is an asset.
