Position Title : International Consultant- Migration Assessment in the UN Common Country Analysis (CCA)

Duty Station : Homebased (International)

1. Nature of the consultancy: Advisory services on mainstreaming migration in development cooperation frameworks.

The importance of migration for achieving the development outcomes is reflected in the 2030 Agenda as well as in the adoption of the Global Compact for Safe, Orderly and Regular Migration in 2018. Migration is increasingly recognised as a multi-dimensional reality of major relevance for the development of countries of origin, transit and destination. With IOM becoming a related organization of the UN in 2016, there is increased engagement and participation in the UN Development System and mainstreaming migration in national and regional policies, frameworks and programmes.

Following recent reforms repositioning the UN development system, new Cooperation Frameworks (CF) will be the overall planning and implementation instrument guiding UN and governments in support of the 2030 Agenda and will be prepared and implemented in full consultation with Pacific Governments. In the Pacific, the next UN Pacific Strategy will outline the collective UN response to national Sustainable Development Goal (SDG) priorities agreed with national governments and as such it is imperative to:

  1. Integrate migration into the UN Resident Coordinator’s Office (RCO)-led Common Country Analysis (CCAs) and the United Nations Sustainable Development Cooperation Framework (UNSDCF);

  2. Develop sub-regional and country programme documents that are informed by the IOM Global Strategic vision, IOM Regional Strategy and linked to UN programming processes;

Objective:

The main objective of this joint consultancy is to collate, review and summarize all the necessary documents to identify migration, development and resilience issues in the Pacific. The literature review will utilize the resilience building and “leave no one behind” (LNOB) lenses and Human Rights Approach to examine results achieved, lessons learnt, new priorities, examine challenges and opportunities and will recommend best practices and migration programmes to consider in the next Cooperation Framework (CF) cycle.

2. IOM Project to which the Consultancy is contributing: Enhancing capacities for effective UN engagement in the Pacific

3. Tasks to be performed under this contract:

  1. Collate, review and summarize all the necessary documents to identify migration, development and resilience building gaps, including, but not limited to National Development Plans, relevant migration related policies, Disaster Risk Reductions and Climate Change policies and relevant plans, UN, INGO and Academia relevant research and reports, etc.
  2. Collate, review and summarize all the necessary documents to fully substantiate progresses, strengths, weaknesses and opportunities for migration programmes in Pacific Island countries
  3. Collate, review and summarize the regional and national level approach to development, applying a resilience building, LNOB and Human Rights Approach to migration governance data including socio economic impact of COVID‑19.

4. Tangible and measurable output of the work assignment.

The Consultant will coordinate with the Pacific-based Consultant and will be responsible for delivering the following:

  1. A 30-page Pacific Migration Assessment Report that outlines a detailed situation analysis and recommendations for future programming including; overall migration needs assessment; migration policy and legislation reviews; and in line with priorities in the regional and national development plans/strategies. The report should also outline COVID-19 impact on migration in the Pacific and implications on future trends.
  2. The report will have sub-regional and country-specific analysis covering all relevant thematic areas including migration and climate change; response to displacement; labour mobility; migrant assistance and protection; immigration and border management and migration health.
  3. At the beginning of the consultancy a template for the report will be agreed with the consultant.
  4. A draft zero of the report will have to be submitted one week before completion of the assignment for review, and the submission of the final report.
  5. In addition, the International (Homebased) Consultant will be expected to contribute to the report the Homebased (Pacific sub-region) consultant will be responsible for delivering draft.

5. Delivery dates and details as to how the work must be delivered.

Required Qualifications and Experience:

Education

  • Master’s level degree or equivalent from an accredited academic institution preferably in Migration, Economics, International Development, Public Administration or Social Sciences

Experience

  • Must have 10 years’ experience in UN programming and UN Coordination processes research-oriented project management, monitoring, and reporting
  • Proven experience in undertaking UN Common Country Analysis and or multi-country assessments or surveys.
  • Proven experience in writing concise reports including undertaking incisive analysis.
  • Ability to work independently and inter-dependently virtually with the IOM offices in the Pacific and the Regional Office for Asia and Pacific (ROAP) in Bangkok.
  • Track record of previous publications on UN Common Country Analysis topics.
  • Experience developing relevant methodologies, data analysis plans and conducting literature and policy reviews
  • Capacity to collate and synthesize qualitative and quantitative data in a comprehensible manner
  • Experience in conducting focus group discussions and key informant interviews with governments, civil society and communities
  • Experience conducting remote research through the use of online tools

Languages

Fluency in English language is required.

Note

  • The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
  • The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
