How can you make a difference?

Under supervision of the Child Protection Specialist, develop a Monitoring and Evaluation framework for the Social Welfare Workforce strengthening program to ensure its effective implementation and follow–up.  The M&E framework will provide a consolidated source of information showcasing the program’s progress and performance improvement, understand whether it is progressing in the schedule, and ensure that the activities, outputs, and external factors proceed as planned.

Tasks and Responsibilities:

1. Develop a work plan

2. Set out a Theory of Change (TOC)

Based on a desk review of exiting program documents and in consultation with the MSSI officials, develop a Theory of Change that clarifies what kind of changes are being sought and how it is expected the programmed interventions will bring about these changes.

The ToC will consider the current outputs and activities the program is already implementing. And will need to work in consultation with the MSSI in case any change is required.

3. Develop a results matrix, output, and activities indicators

In consultation with the MSSI’s Technical Working Group (TWG), and the desk review of existing program documents, including the assessment of the actual matrix result:

  • Develop a Result matrix that will guide the measurement of progress toward strengthening the social service workforce as a critical component of a well-functioning child protection system.
  • Develop the output and activities indicators applying the results framework and measuring progress against the indicators, understanding the impact of efforts on strengthening the social service workforce and the areas that need more attention

4. To Develop an M&E framework implementation plan, including:

  • The information collection methods
  • The training material for the MSSI officer to apply the M&E Framework.

5. Presentation, validation of the M&E

  • Develop the presentation and validation of the M&E framework with the MSSI officials, TWG and Child Protection Officers at municipal level.

6. Design and deliver the training for MSSI officials and TWG

  • To use the M&E framework as a monitoring tool for the regular SWW strengthening program, including to apply the information collection tools, monitoring and result analysis and report.

7. Develop the program’s first monitoring report

  • Based on the M&E framework developed, produce a data analysis report and factsheets, establishing a credible and plausible narrative about the effects of the programme and its intervention.

Estimated Duration of Assignment: 6 months to be started as soon as possible

Propose Payment Schedule: 

40% upon submission of deliverables 1-3

30% upon submission of deliverables 4-5

30% upon submission of deliverables 6-7

To qualify as an advocate for every child you will have…

  • Advanced university degree, social sciences and other relevant areas.
  • Minimum professional experience of five years in the area of M&E, Child Protection and international development.
  • Excellent analytical and communication and writing skills.
  • Excellent oral and written English.
  • Knowledge of Tetum and Portuguese is an asset.
  • Sensitivity to local culture and practices, preferably experience of the Timor-Leste context, and able to work within the framework of the government’s policies on children, women and families.
