The Danish Refugee Council (DRC) with funding from USAID Democratic Governance East Activity hereby request you to submit price quotation for the consultancy services to support to the work of the Thematic Experts Group (TEG) which will be established at the MRTOT with the assistance of DRC-DDG. The TEG will be hosted by the MRTOT and will be composed of interested stakeholders and parties, such as representatives of the MRTOT, IDP-focused international and national NGOs, UN agencies, Ombudsman’s Office and other government offices. DRC is a leading international humanitarian displacement organisation, supporting refugees and internally displaced persons during displacement, in exile, upon return, or when settling and integrating into a new place. DRC provides protection and life-saving humanitarian assistance, supports displaced persons in becoming self-reliant and included in hosting societies – and works with communities, civil society and responsible authorities to promote the protection of rights and peaceful coexistence.

The objective of the assignment is to provide individual expert support to the work of the Thematic Experts Group (TEG) which will be established at the MRTOT with the assistance of DRC-DDG. The TEG will be hosted by the MRTOT and will be composed of interested stakeholders and parties, such as representatives of the MRTOT, IDP-focused international and national NGOs, UN agencies, Ombudsman’s Office and other government offices. Furthermore, two national and one international thematic experts will be invited to join the TEG on a short-term basis for specific tasks.

Work Assignment

Under the overall authority of the Ministry for Reintegration of Temporarily Occupied Territories of Ukraine, the direct supervision of DRC-DDG Ukraine, and in close collaboration with other members of the Thematic Experts Group, the selected international expert will undertake the following tasks:

Contribute to the work of the Thematic Experts Group by

· Participating in up to five online and/or offline TEG meetings from January through April 2021 and presenting respective deliverables;

· Producing individual and/or collective thematic recommendations on the implementation modalities of the IDP Action Plan 2020-2023;

· Reviewing and providing inputs and finalizing the draft copies of a) Implementation Guide for the IDP Action Plan 2020-2023, and b) M&E system for the IDP Action Plan 2020-2023 including outputs, outcomes, impact, indicators, etc.

Required Deliverables and Timeline

· A list of thematic recommendations on the implementation modalities of the IDP Action Plan 2020-2023;

· Review of the Implementation Guide for IDP Action Plan 2020-2023 along with the respective thematic comments and recommendations;

· Review of the M&E system for the IDP Action Plan 2020-2023 along with the respective thematic comments and recommendations;

· Finalise a) Implementation Guide for the IDP Action Plan 2020-2023, and b) M&E system for the IDP Action Plan 2020-2023, considering the inputs of other TEG members.

· Learning brief on the best practices and lessons learnt of the TEG work.

All deliverables will be submitted to DRC-DDG via email in English. All deliverables are subject to DRC-DDG review and approval. Therefore, the selected international expert is expected to respond to DRC-DDG comments and reflect the respective changes in all the above deliverables before they can be considered final.

The duration of the assignment will be four months: 1 January – 30 April 2021 (in total 14 working days). The timeline will be adapted according to the date of the establishment of the TEG and the final work plan, as agreed with the selected expert.

The payment will be made in accordance with the actual number of days worked and deliverables produced. Furthermore, if offline TEG meetings take place in Ukraine, DRC-DDG will organise and pay for the costs of all travel related expenses and hotel accommodation in Ukraine. The selected expert will travel by economy class provided by DRC-DDG and will be accommodated in hotel of an adequate standard for undertaking the assignment.

Required Qualifications and Experience

DRC-DDG is seeking applications from individual international consultant/expert. The successful consultant should have a minimum of the following qualifications and experience:

· Advanced university degree in international relations, political science, humanitarian or development studies, migration studies, or other relevant social sciences;

· Extensive knowledge of internal displacement and durable solutions issues in Georgia and other international settings;

· Minimum of 10 years of relevant professional experience in academia, research institutes, think tanks, governmental, inter-governmental, or non-governmental organisations in Georgia and other international settings;

· Proven previous working experience consisting of substantial involvement in policy design, evaluations, and/or reviews in related areas in Georgia and other international settings;

· Working experience with senior officials within government, inter-governmental, and nongovernmental organisations in Georgia and other international settings;

· Full computer literacy and availability of his/her own IT equipment (i.e. laptop, printer) to perform the assignment;

· Willingness and availability to travel to Ukraine to attend offline TEG meetings;

· Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships;

· Fluency in Russian and English.
