The Programme
The United Kingdom Nigeria Infrastructure Advisory Facility (UKNIAF) is a flexible, rapid response UKAID funded programme implemented by Tetra Tech International Development. It is a £72.8m technical assistance facility which aims to improve the lives of some of Nigeria’s poorest people by improving the way infrastructure is designed and delivered in the country.
The UKNIAF programme is active across the Federal road network, power and infrastructure finance sectors. Working with the Federal Government of Nigeria, selected state governments and the wider international community, it aims to catalyse a transformational change in livelihoods across Nigeria by unblocking obstacles to growth.
This Task Order, PMU for National Mass Metering Programme (NMMP), focuses on fostering sector conditions that increase the number of paid connections. The end goal of this Task Order is to focus on phase 0 of the three-phase approach to the implementation of the mass metering program over a relatively short time. This phase 0 – CBA Refinancing includes direct financing of meters, introducing SPV, procurement of meters. This Task Order will support phases 1 and 2 of the NMMP.
The Position
International Metering Expert
This is a part time role across the duration of this task. Your role as part of the Programme Management Unit will be to support the rollout of meters to expedite the penetration amongst power consumers in a focused effort over a relatively short period.
Core responsibilities include:
- Provide expert knowledge to the roll out programme gained from other implementations of a similar nature in other countries
- Participate in Bi-weekly meetings and submit weekly status reports to the Task Order Manager
- Contribute value-adding knowledge of large-scale metering projects to the planning and monitoring of this activity.
KPIs include:
- List of resources and toolkits developed for tender process and standardisation of NESI Meter Specifications
- Monitoring and implementation framework for the M and E team (including social sustainability indicators where possible)
- Implementation Plan for the M and E team
- Report on KPIs to monitor programme outcomes
- Monthly status reports
The Person
The successful profile will include much of the below:
- Masters’ degree in Supply and Procurement, Metering systems, with demonstrated interest and experience in Power supply technical operations
- Minimum of 12 years of core experience in Metering systems gained internationally
- Proven global experience in electricity regulations and legal agreement/ compliance
- Must be able to lead teams of competent members to yield desired project results.
- Excellent interpersonal and communication skills, ability to manage relations with development partners, to work under pressure and handle politically sensitive issues
- High level of energy, initiative, and flexibility in quickly adjusting to changing work program requirements.
- Demonstrated ability in team management and collaboration.
- High level of accuracy and attention to detail.
- Ability to manage multiple changing and competing priorities.
- Excellent oral and written communication skills in English.
