UNICEF works in some of the world’s toughest places, to reach the world’s most disadvantaged children. To save their lives. To defend their rights. To help them fulfill their potential.

Across 190 countries and territories, we work for every child, everywhere, every day, to build a better world for everyone.

And we never give up.

For every child, hope.

Purpose and Objective:

Communication for Development and related community engagement strategies are central to achieving each of the five goals of UNICEF’s new Strategic Plan (SP) 2018-2021. Communication for Development (C4D) is a cross-cutting, evidence-based and participatory process to promote measurable behavior and social change that is integral to development programs and humanitarian work. C4D’s primary purpose in supporting achievement of SP results and outcomes fall into four broad areas: positive behavior and social change; engagement and empowerment of children and communities; effective communication and community engagement in humanitarian action and creation of an enabling environment for social and behavior change.

Given the increase in humanitarian situations related to disease outbreaks and public health emergencies, natural disasters and violent conflict, C4D needs to be able to contribute in developing tools and provide technical feedback on sectoral guidelines, training manuals and tools.

The C4D section is currently implementing two large initiatives:

  • The Bill and Melinda Gates-funded Collective Service for Risk Communication and Community Engagement (RCCE): to ensure more consistent, systematic and predictable support to partners involved in the public health, humanitarian and development responses to the COVID-19 pandemic.
  • A USAID-funded project: Social Science for Community Engagement (CE) – Improving response capacity and coordination for humanitarian action – to strengthen global and regional demand and capacity for social science integration into community engagement in humanitarian action.
