Context:
Following the Rohingya influx from Myanmar into Bangladesh which began on August 25 2017, by July 2020 some 860,000 Rohingya refugees are now living in camps and settlements and in host communities in Cox’s Bazar District, Bangladesh, presenting a massive and complex humanitarian emergency.
Under the overall supervisor of the Chief of Mission (CoM) in Dhaka, in coordination with the
Deputy Chief of Mission (DCoM) in Cox´s Bazar, Bangladesh and the direct supervision of the Senior Coordinator, Rohingya Refugee Response United Nations High Commissioner for
Refugees (UNHCR), the successful candidate will ensure the functionality and oversight of the Intra Sectorial Coordination Group (ISCG) secretariat in support of the humanitarian response in Cox bazar. The selected candidate will be responsible and accountable for the management of the IOM share of administrative budget of ISCG in line with IOM rules and regulations and in coordination with respective support services in IOM Cox bazar office.
Core Functions / Responsibilities:

Build a common situational awareness and understanding. Serve as a repository of and contribute to information, assessments and analysis on the combined inter-sectoral response to facilitate a common situational awareness and understanding among key stakeholders.

Build a common approach to the humanitarian response and strategy among all stakeholders for humanitarian preparedness and response across all sectors that includes the mainstreaming of protection and advocacy on key humanitarian issues, facilitating, where possible, integrated programming.

Facilitate implementation and monitoring. Enable cross-sectoral coordination to facilitate the sectors in addressing critical gaps in their contribution towards a holistic response and implementation plan.

Facilitate linkages, strengthened linkages between sectors, government counterparts, civil society, refugee and host community leadership for a coherent response. Enable adequate understanding and linkages between the humanitarian and development action directly relevant to the response.

Serve as the main support to the ISCG Senior Coordinator in her/his role as the overall coordinator of the Rohingya refugee response.
Management
-
Supervises the ISCG Secretariat to meet administrative needs and ensure coordination of the same with UN agencies providing support, particularly IOM and UNHCR, in Cox’s Bazar. Ensures all tasks necessary for the functioning of the Secretariat, including guiding the preparation of budgets, reporting on budget performance, evaluation of staff performance for staff supervised, interviews of candidates for job openings in coordination with Senior Coordinator.

Coordinates and oversees the work carried out by Administrative, Field Coordination, Information Management, and Strategic Planning work units of ISCG and liaises closely the with Emergency Preparedness and Response Unit, Technical Working Group/Cash Unit, Gender Hub, and the External Relations Unit to ensure that inter-sector coordination at district level operates in a coherent and efficient manner and in line with the Senior Coordinator strategic guidance and coordination.

Ensures that the outputs produced by the supervised Secretariat staff maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the units meet required standards before completion to ensure they comply with the relevant mandates and guidance from Senior Coordinator.

Manages, guides, develops and trains staff under his/her supervision as needed.

Fosters teamwork and communication among staff in the Secretariat and across organizational boundaries to establish, preserve and ensure the neutral and impartial nature of the Secretariat and the image it projects.

Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings.
Strategic Response support
-
Serves as advisor to the ISCG Senior Coordinator, promotes refugee protection principles, humanitarian coordination principles/initiatives including humanitarian reform initiatives (sector coordination, humanitarian financing, etc) and acts to strengthen cooperation among the humanitarian community on policy issues of inter-agency concern.

Supports the development and preparation of reports and sitreps for the approval of the Senior Coordinator and Strategic Executive Group (SEG).

Supports development and monitoring of Joint Response Plans based on agreed policies and principles of a refugee response and humanitarian actions under the coordination and guidance of the Senior Coordinator.

Advise the Senior Coordinator on gaps in coordination capacity at the sector or inter-sector level including suggested approaches for solutions.
-
Facilitate, where required under the guidance of the Senior Coordinator the liaison between Sector coordinators and district authority counterparts to ensure common understanding and protocols.

Support the ISCG IM unit to ensure that sectors are using standard IM procedures and tools to enable inter sector analysis to review impact of the coordinated response and track progress.

Needs assessment: depending on whether there is dedicated capacity, facilitate/support inter-sector needs assessment coordination and ensure that results and analysis are conveyed to the Senior Coordinator, Sector Coordinators, and Heads of Office Group (HoOG) in a format which enables them to make informed decisions.

Support the ISCG Secretariat team to ensure adequate reporting and effective information sharing amongst all partners including sector leads and direct implementers, mainstream the disaggregating of age and sex data in ISCG data collection and analysis.

Assist in the regular monitoring of the humanitarian response under the guidance of the Senior Coordinator to ensure that Sector Coordinators are proactively identifying changing needs and gaps and communicating those to ISCG and the Senior Coordinator in a timely manner including through regular monitoring reports.

Ensure the Secretariat units supervised provide adequate substantial support to the Senior coordinator for the coordination with national and local government/authorities.

Under the strategic guidance of the Senior Coordinator identify core advocacy concerns and support the development of key messages to broader, multi-sectoral advocacy initiatives.

Ensure appropriate support to high-level missions.
-
Perform such other duties as may be required assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Refugee Protection, Migration Studies, International Relations and/or Law or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Direct experience in coordination during emergencies on the fields of preparedness, response and cluster coordination;
• Direct experience in migration and crises issues including project development, and management;
• Direct experience in liaising with donors, global partners, Permanent Missions, governmental authorities, other national/international institutions and INGOs;
• Demonstrated expertise in the thematic area relevant to project development.
Skills
• Knowledge of and experience with Rohingya/UMN issues an advantage;
• Knowledge of monitoring and evaluation;
• Strong strategic and creative thinking;
• Very good knowledge of inter-agency and cluster processes;
• Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations;
• Personal commitment, drive for results, efficiency and flexibility;
• Demonstrated gender awareness and gender sensitivity;
• Excellent writing, communication and negotiation skills;
• Ability to prepare clear and concise reports;
• Very good level of computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of any local language, French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
