IT/Database Consultancy – Oracle Water Fee Collection and Management System

Polish Center for International Aids (PCPM) plans to support the Directorate of Water in Ninewa (DWN) to provide better services to the citizens via improved water fee collection and management system.

Main Tasks

The consultant shall work closely with the DWN particularly the IT and Revenue units, and in close consultation with the PCPM Focal Point to achieve the following tasks:

  1. Hold extensive technical discussions with relevant DWN officers (team) and conduct a rapid capacity and management assessment of the DWN’s water fee collection and management system and unit by:
    • exploring the existing water fee collection and management system(s), which is currently used by the DWN,
    • identifying the main challenges faced in using this system(s),
    • exploring the technicality of the existing databases including Oracle Database (which are reportedly not functioning) and determine the practicality and feasibility of their improvement and reactivation,
    • exploring other available resources (e.g. software like databases, hardware like computers and servers, expertise like programmers and operators) that can be used to improve the water fee collection and management system,
    • proposing reasonable and practical solution and recommendations on how to overcome the challenges faced and to improve the public service delivery by DWN. The proposed solution should be developed together with the DWN and take into consideration its priorities and policies,
  2. Review and recommend necessary software and/or hardware modifications or changes, if any, from an information collection and management perspective.
  3. Based on the recommendations to be set in consultation with the DWN team, develop a strategy on how to improve the water fee collection and management in Ninewa governorate. The strategy should include:
    • researching appropriate, practical, and affordable technical solutions and product (software and hardware) specifications for the recommended solution,
    • providing a brief on the technicality, feasibility and functionality of the proposed solution (system), as well as on its operation, management /administration structure and maintenance,
    • providing an estimated cost list of the needs and requirements (materials, software, hardware, expertise for installation and test-running),
    • identifying the capacity building requirements (e.g., specific trainings) that need to be provided for the DWN staff to enable them to efficiently operate, manage and maintain the proposed system. Details should be provided, such as training topic(s), learning outcomes, number and positions of participants, and estimated cost. The training(s) should be connected to the proposed database solution.

Minimum Qualifications

  • Bachelor’s degree in Computer Science, Management Information Systems, or a related field, or equivalent work experience
  • Minimum four years database and server management experience
  • Experience in working with Oracle Database is a must.
  • Experience in, and excellent understanding of, enterprise database structure and design, capabilities and limitations, and replication / information sharing.
  • Ability to travel to Mosul and Duhok.
  • Good English language skills
  • Fluency in written and spoken English and Arabic.
  • Good analytical and report writing skills.
