Mission and objectives

The World Food Programme is the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

Context

RoC relies heavily on imports to meet 70% of its food demand, and disruption of the supply chain negatively affected the food markets where food prices increased while availability decreased. In response, WFP launched an urban CBT programme, assisting 68,400 people in Brazzaville. WFP conducted a weekly market monitoring to ensure the CBT value enabled the assisted people to meet their needs in the local market. WFP, together with the Ministry of Education, provided school meals to 95,569 children during the 2019/2020 school year, including alternative take-home rations when schools closed during the lockdown. The incumbent will support the WFP Country Office with the technical operations and ongoing support for Digital solutions, specifically the SCOPE Beneficiary Information Management system, in the field. The incumbent will provide operational support including user support and training, as well as supporting smaller changes and providing ongoing monitoring. The UNV will also work towards improving engagement with sister agencies by strengthening institutional capacities through policy design, planning and programming, and will continue to work with the Government on scaling up and improving the management of national safety nets. SCOPE is WFP’s beneficiary and transfer management platform that supports the WFP programme intervention cycle from beginning to end. The SCOPE platform is a webbased application used for beneficiary registrations, intervention setups, distribution planning, transfers and distribution reporting. SCOPE currently supports all WFP transfer modalities: in kind, voucher and cash for a variety of project activities. The platform can be used in many ways depending on the specific needs of the country and the type of delivery mechanism required.

Task description

Under the direct supervision of the WFP Country director, the UN Volunteer will undertake the following tasks: • Support the implementation of SCOPE (WFP beneficiaries and distribution manage-ment platform) and Digital Assistance Services in the Field, ensuring software and hardware is configured and usable. • Provide ongoing support during SCOPE operations in the Field, including identity checks, data comparisons, biometrics quality, deduplication, while ensuring beneficiar-ies are efficiently registered and managed. • Support internal and external partners in assessing beneficiary data to support the im-plementation of the program, while ensuring appropriate coordination with Programme unit for the implementation of SCOPE related activities. • Contribute to the capability building of staff and partners through the review and/or de-sign of appropriate training programs aimed at developing skills/knowledge on SCOPE and Digital Assistance Services. • Analyze the use of SCOPE by internal and external partners to inform the management of problems, identifying gaps and suggesting ways to improve performance, methods, and processes in collaboration with partners. • Contribute to the development of plans, budgets, tenders, and manage the deployment of beneficiary management systems aligned with business needs, at minimum cost and in accordance with WFP corporate standards. • Collate and analyze data to contribute to the preparation of accurate reports on SCOPE and Digital Assistance activities, investments, and costs, identifying ideas to increase cost-efficiencies where possible. • Provide advice to managers and users, understanding and resolving issues, and ensur-ing IT policies, procedures, systems, and tools are correctly applied to support them. • Coordinate with other UN agencies to align activities and maximize possibilities of inter-agency collaboration in the field of beneficiary management. • Follow standard emergency preparedness and contingency planning practices to en-sure WFP can maintain basic beneficiary management services and/or quickly respond and deploy resources to affected areas at the onset of a crisis. • Contribute to the preparation of operational plans and deliver resource requirements at the onset of an emergency. • Contribute to the development of plans and budgets and manage the deployment of general IT/TC systems aligned with business needs. • Maintain and develop technical expertise and understanding of industry developments.

Living conditions and remarks

The incumbent will be based in Brazzaville. The city is calm and safe, and one can circulate freely. It is very easy to find a suitable apartment with basic security conditions. The apartment must be cleared by the Security unit. There are many UN agency and partners.
