JIPS – the Joint IDP Profiling Service – is an inter-agency service, which was set up in 2009. Based in Geneva, JIPS is supervised by an Executive Committee (ExCom) comprised of the Danish Refugee Council (DRC), the Internal Displacement Monitoring Centre (IDMC) Norwegian Refugee Council (NRC), the Office of the Special Rapporteur on the Human Rights of IDPs, the United Nations High Commissioner for Refugees (UNHCR), the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) and the United National Development Programme (UNDP).

Our goal is to promote collaborative responses and durable solutions for internally displaced persons (IDPs) across the world by equipping governments, humanitarian organizations and development actors with accurate information about IDP situations. Job Description

Under the supervision of the JIPS Coordinator, the Grants & Budget Management Officer (GBMO) will be responsible for:

· Oversight and management of the JIPS budget (approximately $2.5m)

· Coordinating all JIPS reporting processes on grants and activities

· Supporting development of funding proposals

The GBMO works across JIPS programme units and has a strong liaison role: internally with JIPS team members (currently 11 staff based primarily in Geneva) and externally with ExCom representatives, DRC Offices in Geneva and Copenhagen and donor counterparts.

Description of duties

– Reporting (to donors, ExCom and DRC)

· Liaise with DRC HQs Programme and Partnership Department, donor focal points and ExCom members to ensure grant management and donor compliance of secured grants;

· Manage donor reporting processes, including collecting inputs from JIPS colleagues and drafting high quality donor reports on grant implementation that follow donor compliance guidelines;

· Coordinate and oversee, in close collaboration with the JIPS team, data collection for grant-related quantitative and qualitative indicators;

· Draft periodic and financial reports to the ExCom based on inputs from the JIPS team, draft minutes and support the JIPS Coordinator on agreed follow-up actions;

· In consultation with the JIPS Coordinator, respond to ad-hoc requests for updates or information from ExCom members, DRC, donors, and external partners.

– Budget Management

· Maintain up-to-date oversight of JIPS’ budget and expenditures, including through use of the online ERP platform (DRC Dynamics),

· Manage the process of expense allocation across relevant grants in the ERP platform, including payroll and programme costs (e.g. travel, procurement, reimbursements, etc.), in close collaboration with DRC Geneva/Brussels Finance Manager and DRC/Geneva Operations staff;

· Lead on all short-term and long-term budgeting and operational planning of programme costs in close collaboration with the JIPS Coordinator and JIPS unit leads;

· Prepare regular financial overviews for the JIPS Coordinator, DRC and ExCom members.

– Donor Fundraising

· Provide support to the JIPS Coordinator and JIPS unit leads in drafting funding proposals, including the elaboration of budgets and log frames;

· Advise the JIPS Coordinator and JIPS team on most up to date proposal guidelines and templates pertaining to different donors;

· Maintain an effective action plan for new proposals.

– Development of Partnership Agreements

Support the JIPS Coordinator in developing partnership agreements with JIPS hosting agencies, including the annual revision of the shared cost agreements and ExCom members.

– Other

· Undertake other tasks requested by the JIPS Coordinator.

Person specifications

– Qualifications

· University degree in business economics/management, humanitarian/development studies or other relevant fields.

– Experience and achievements

· Three to five years’ minimum experience in budget/project/grant management in humanitarian or development contexts;

· Experience working on inter-agency projects where grants are managed by different stakeholders;

· Experience in donor reporting and proposal drafting.

– Skills and qualifications (professional, technical, managerial, practical)

· Excellent written and oral communications skills in English (a second UN language is desirable);

· Attention to detail;

· Proficient using Microsoft Office (Word and Excel);

· Experience in working with an ERP System for grant management is desirable;

· Effective team player with the ability to be resourceful and proactive;

· Ability to work independently and in a deadline-driven environment.

We Offer

The GBMO will be based in Geneva where JIPS is co-hosted by UNHCR and DRC. The position is full-time under a contract facilitated by DRC on behalf of JIPS.

Contract length: National (Swiss) Open Ended Contract – Occupation: 100%

Start date: As soon as possible in October 2020

This position will be placed at Employment Band – G (DRC Geneva Salary Scale) and DRC offers an Open-Ended national (Swiss) Contract with a monthly gross salary of app. 6.600 CHF – final offer according to DRC Geneva salary scale and considering individual qualifications.

Following Swiss regulations, DRC offers accident and travel insurance for all Geneva based staff. All staff have to pay tax, social security and pension contributions according to Swiss law, and a valid Swiss health insurance (not covered by DRC) is mandatory.

DRC does not pay any additional allowances (relocation, schooling etc).
