ABOUT
JIPS is an interagency service set up in 2009 and dedicated to bringing governments, displaced persons, host communities and national and international actors together to collaborate towards durable solutions for internal displacement. JIPS is a globally recognized neutral broker that supports collaborative and responsible approaches to data collection and use in internal displacement contexts, with a particular focus on developing national capacities, protracted displacement, durable solutions, and urban displacement.
This is done through technical and collaboration support to field partners, by providing quality guidance and hands-on tools, and by advancing global discourse towards sound global action and standards. JIPS is overseen by an Executive Committee comprised of the Danish Refugee Council (DRC), the UN High Commissioner for Refugees (UNHCR), the UN Development Programme (UNDP), the UN Office for Humanitarian Affairs (OCHA), the Internal Displacement Monitoring Centre (IDMC), the Norwegian Refugee Council (NRC), and the Office of the Special Rapporteur on the human rights of IDPs.

JOB DESCRIPTION
PURPOSE
Under the direct supervision of the JIPS Deputy Coordinator and the overall guidance of the JIPS Coordinator, the Senior Profiling Advisor will:
i. Oversee day-to-day management of the delivery of JIPS support and advice to stakeholders working in displacement affected contexts
ii. Provide technical advice and support to government, humanitarian and development actors in measuring progress towards durable solutions, planning and implementing profiling exercises, and other displacement data processes in line with JIPS’ 2021-2023 strategy
iii. Contribute to JIPS’ work in sharing experiences and capacities between local and global levels, and providing guidance on displacement data processes and their use for evidence-based policies and action
DESCRIPTION OF DUTIES
Management
Under the direct supervision of the JIPS Deputy Coordinator:
· Provide day-to-day management of, and support to, Field Support Unit staff in the performance of their duties
· Oversee the ongoing implementation of JIPS’ field support activities, processes and partnerships and ensure a high-quality standard and relevance throughout
· Monitor the budget allocated to Field Support Unit activities, in coordination with the Grants and Budget Management Coordinator
· Maintain an effective monitoring and evaluation system to measure the relevance, effectiveness and impact of JIPS field support
Field support delivery
· Oversee field support exercises on measuring progress towards durable solutions, profiling, or other displacement data processes (process initiation; establishment of a collaborative process; methodology and tool design; data collection; processing and analysis; and validation, reporting and dissemination) including in applying the Interagency Durable Solutions Library and Guidance by adapting it to different displacement contexts.
· Integrate capacity building effectively into field support delivery, with particular focus on national and local governments.
· Contribute to the guidance provided by JIPS to requesting partners (national and local authorities, national statistical offices, NGOs, Clusters and Cluster members, UN Country Teams, etc.) on different aspects of displacement data processes in displacement situations, either through remote or on-site support as required.
· Manage and maintains the JIPS support request and prioritization process
· Standardise, update and manage JIPS field support process and documentation
· Initiate and foster partnerships relevant for field support activities
Other
· Work as part of the JIPS team and in collaboration with partners to refine JIPS expertise on profiling and other displacement data processes
· As a JIPS team member, provide technical input and support as appropriate to the implementation and outreach of JIPS projects and key products
· Actively participate in the regular work of JIPS, including contributions to reporting mechanisms, team meetings, and other workflows
· Contribute to the development and delivery of research, methods, tools and training products as relevant
· Contribute to communications and advocacy efforts
· Contribute to developing systems, work planning tools, SOPs and reporting as per team priorities
· Actively participate as a team player, showing initiative and proactivity in support to others
· Mentor junior team members and acts as a sounding board for senior team members
· Perform any other tasks as requested by the Deputy Coordinator and Head of Field Support
QUALIFICATION, EXPERIENCE & COMPETENCIES
QUALIFICATIONS
· Advanced university degree (Master’s degree or equivalent) in one of the following: Social Sciences, Humanitarian/Development studies, Information Management, Statistics or a related field
EXPERIENCE
· A minimum of 7 years of progressively responsible relevant work experience, of which at least 3 years need to be in humanitarian or development field operations and at least 3 years in a management role
· Operational experience planning or implementing data collection activities in humanitarian or development contexts such as assessments, M&E, or other research activities
· Experience with statistical and social research methods and/or information management in practice
· Experience working in the humanitarian/development field, on forced migration and specifically internal displacement issues/contexts
· Demonstrated experience in strategic thinking, partner management, innovation, capacity building/adult learning and coordination
· Solid experience in capacity building and training of a wide range of actors, including adult learning and training of trainers. Knowledge of e-learning and virtual learning is desirable
· Solid knowledge of international humanitarian/development architecture, protection and durable solutions. Previous work experience in inter-agency projects is desirable

CONTRACT ARRANGEMENTS
The contract will be an international deployment contract from DRC to UNHCR with conditions in line with the ‘Deployment agreement between Danish Refugee Council and the Office of the United Nations High Commissioner for Refugees (signed on the 4th October 2016)” pertaining to JIPS. The gross salary level will be allocated according to DRC Geneva’s salary scale at a grade/level appropriate to this position and the selected candidate’s experience.

SALARY & CONDITIONS
The position is placed in Geneva, Switzerland with the Geneva Representation office (with current at-home status possible per Covid-19 restrictions). This position will be placed at Employment Band – G. DRC offers a competitive salary based on qualification and experience. DRC does not pay any additional allowances (schooling, housing etc.). Following Swiss regulations DRC offers accident and travel insurance. DRC staff pay tax and social security according to Swiss law and health insurance.
