Introduction
RFP AI-Based Compliance Check Solution for Central Bank of Montenegro
The project aims to develop and implement an AI-based solution for automated compliance checks in the field of payment services for the Central Bank of Montenegro, under the contractual management of United Nations Development Programme. The system will enable automated analysis and comparison of banks’ and payment institutions’ documentation against applicable laws and secondary legislation, supporting faster, more consistent, and evidence-based supervisory assessments.
The solution will use AI and NLP technologies to identify instances of non-compliance, generate structured reports, ensure full traceability between regulatory provisions and supervised entities’ documents, and provide configurable rule management without vendor intervention. It will be deployed in a secure managed cloud environment with strict data residency, security, and SLA requirements, and delivered through a phased seven-month implementation process including development, validation, training, and handover.
Overall, the project is designed to strengthen supervisory efficiency, reduce manual workload and risk of error, and enhance regulatory oversight capacity in an increasingly complex and evolving legal environment.
