Job Description (Roles and Responsibilities)

Main purpose of the role:

British Defence Staff United States (BDSUS) is seeking a motivated and detail-oriented Finance Officer to support the delivery of financial services across a complex overseas Defence organisation.

The successful candidate will play a key role in the management of financial transactions, payment processing, financial controls and reporting activities, whilst ensuring compliance with UK Government accounting policies and MOD regulations.

This role requires an individual with strong financial administration experience, excellent attention to detail, and confidence working with Oracle-based Enterprise Resource Planning (ERP) systems.

Roles and responsibilities:

Claims Processing Centre (CPC) Management

  • Oversee day-to-day CPC activities as required.
  • Review and approve payment runs in accordance with delegated authorities.
  • Conduct and oversee audits of claims and payment submissions.
  • Reconcile bank accounts, control accounts and financial records.
  • Ensure all payments comply with Ministry of Defence policy, JSP regulations and applicable accounting standards.
  • Act as the primary point of contact for finance queries, complaints and payment-related issues.
  • Respond to financial data requests from internal and external stakeholders.
  • Administer and maintain Oracle Finance system (011i) records and user requirements.
  • Produce ad-hoc financial reports and management information.
  • Manage BDSUS bank accounts and associated financial controls.

Foreign Military Sales (FMS) Payment Management

  • Process monthly Foreign Military Sales (FMS) payments accurately and on time.
  • Ensure correct financial coding and accounting treatment of FMS transactions.
  • Prepare and submit FMS transaction reports to UK Top Level Budget (TLB) holders.
  • Liaise with US Government FMS organisations and other stakeholders regarding payment matters, reporting requirements and account reconciliations.
  • Monitor payment activity and identify discrepancies, ensuring prompt resolution.

Financial Controls and Governance

  • Maintain robust financial controls and audit trails.
  • Support internal and external audit activities.
  • Identify opportunities to improve financial processes and reporting.
  • Ensure compliance with UK Government Finance, MOD policies and local operating procedures.
  • Assist with month-end and year-end financial activities.
  • Support business planning, forecasting and financial reporting activities as required.

Essential qualifications, skills and experience

Finance and Accounting Experience

  • Previous experience in a finance, accounting, bookkeeping or financial administration role.
  • Understanding of financial controls, reconciliations and accounting principles.
  • Experience processing payments, invoices and financial transactions.
  • Experience working with bank reconciliations and financial records.

Financial Systems Experience

  • Experience using Oracle-based financial management systems (e.g. Oracle 11i, Oracle E-Business Suite, Oracle Fusion or similar ERP systems).
  • Ability to run reports and analyse financial data using ERP systems.
  • Strong Microsoft Excel skills, including use of formulas and data analysis.

Communication and Stakeholder Management

  • Strong customer service and stakeholder engagement skills.
  • Ability to explain financial information clearly to non-finance colleagues.
  • Experience dealing with external organisations and resolving financial queries.

Organisation and Attention to Detail

  • Excellent attention to detail and accuracy.
  • Ability to manage competing priorities and meet deadlines.
  • Strong organisational and record management skills.

Desirable qualifications, skills and experience

  • Accounting qualification (AAT, CIMA, ACCA, CIPFA or equivalent) or working towards one.
  • Experience within government, public sector, defence, diplomatic or military organisations.
  • Knowledge of UK Government financial management processes.
  • Experience with Foreign Military Sales (FMS) or international finance activities.
  • Experience supporting audits and compliance reviews.

Core Hours/Hybrid Working

While many jobs in the US Network are able to offer flexibility in terms of working hours, core business hours are 09:30 to 15:00 (in the local time zone) Monday through Friday.

Employees will be expected to work from office full-time during the first 90 days of employment. After this time employees may work from home no more than 40% of the working week, subject to operational needs.

Unique Tax Rules

Please note that the tax arrangements imposed by the US on staff working for foreign governments, as well as those imposed by the UK Treasury on British and dual nationals working for the UK Government overseas, are atypical. The UK Government cannot withhold taxes (including FICA) on behalf of a US taxpayer. Instead, a US taxpayer is required to file taxes as if they are self-employed, and a FICA allowance is granted for those required to pay the employer contribution. Certain categories of staff (for example dual UK-US nationals and some visa holders) who work at Consulates General are not subject to US taxes. For those not subject to US taxes the UK Government reduces gross pay to a level broadly equivalent to taxed net pay. There are also social security implications for dual UK-US nationals. Please keep all this in mind when looking at the salary and the benefits package.
