CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Program Background
The CHAI Burkina Faso Oxygen Program will deploy comprehensive oxygen therapy systems in 35 Ministry of Health CMAs between 2026 and 2030, supporting the Ministry’s national strategy to reduce preventable child mortality from hypoxemia and pneumonia. This involves installing oxygen concentrators (5 LPM and 10 LPM), hybrid power systems (UPS, lithium batteries, solar panels, etc.), diagnostic equipment (pulse oximeters, etc.), and wall-mounted oxygen distribution lines at certain sites, all coordinated closely with the Ministry of Health and its regional directorates. The challenge lies not only in the initial inspection and installation but also in ensuring the equipment remains functional over a four-year period through a three-tier maintenance system (frontline, CMA/DRS biomedical, and regional corrective maintenance) that is designed to be owned and sustained by the Ministry beyond the life of the program.
The Biotechnical Engineer serves as the technical point of contact for this infrastructure in the field, working hand-in-hand with Ministry of Health facility and regional biomedical staff. He or she is the go-to expert within the program for all technical matters, ranging from installation to the resolution of complex malfunctions, including quality monitoring and maintenance, always with an eye toward transferring skills and ownership to Ministry counterparts.
Role Overview
CHAI Burkina Faso is looking for a Biotechnical & Electrical Engineer to serve as the primary in-country technical lead for the Closing the Oxygen Gap program, working in close partnership with the Ministry of Health. This four-year, GiveWell-funded initiative aims to support the Ministry of Health in equipping 35 Community Medical Areas (CMAs) with oxygen therapy systems, reliable power infrastructure, clinical capacity, and maintenance frameworks to sustainably reduce preventable child mortality caused by hypoxemia and pneumonia.
The successful candidate will oversee field implementation activities across all 35 CMA sites, in coordination with the Ministry of Health at facility, regional (DRS), and national levels. This includes generating evidence, conducting site assessments, sizing equipment loads, designing costed oxygen and associated power systems, and managing procurement, installation, commissioning, handover to Ministry teams, and maintenance stewardship. The role requires extensive technical expertise in medical oxygen and power systems engineering, as well as a solid understanding of solar-battery and hybrid energy systems in off-grid or weak-grid contexts. Strong interpersonal skills are essential for managing contractors, collaborating closely with the Ministry of Health as the program’s central partner, engaging with donors and facility staff, and representing CHAI professionally at all levels.
The candidate must be highly motivated, able to work independently, and demonstrate a proven ability to deliver technically rigorous results in complex, resource-constrained field environments, while building durable working relationships with Ministry of Health counterparts. Fluency in both English and French would be a strong advantage due to the bilingual nature of the operational environment.
