IOM: Call for Application: Senior Program Assistant Infrastructure – Islamabad


Job Summary

Under the overall supervision of the National Infrastructure Officer, the incumbent will be responsible to assist in implementation and monitoring of all construction projects related to IOM’s office premises in line with IOM’s and donors’ rules and regulations.

Key Responsibilities

    In close coordination with the National Infrastructure Officer, oversee the implementation of all infrastructure and construction projects related to IOM office premises in Pakistan, ensuring technical quality, timely delivery, and professional standards.

    Provide technical guidance for architectural design, planning, execution, and monitoring of construction works.

    Assist National Infrastructure Officer to Liaise with Supply Chain Unit, Office of Security and Safety and respective Project Managers and Head of Divisions to provide all technical documentation required for procurement, in line with IOM regulations.

    Assist National Infrastructure Officer to develop and implement quality management and safety systems, ensuring compliance with national and international construction standards.

    Supervise the construction of IOM buildings, including needs assessment, site planning, cost estimation, BoQs, budget analysis, and legal compliance with local building codes.

    Assist in coordinating and conducting tender processes, including bid preparation, evaluations, and service provider selection.

    Prepare progress reports, surveys, and evaluations to monitor contractor performance and ensure project quality.

    Prepare technical and financial updates for building projects flagging issues and providing timely advice and solutions

    Conduct final inspections and project close-out activities in coordination with National Infrastructure Officer.

    Perform other related duties as assigned by National Infrastructure Officer.

Required Qualifications

Required Qualifications and Experience

Education

  • High school diploma with six years of professional experience; or
  • Bachelor’s degree in civil engineering or a related field from an accredited academic institution, with four years of relevant professional experience

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Minimum 3 years of experience in relevant experience preferably for a UN agency or NGO;
  • Experience in site supervision, quality control, project close-outs, BOQ preparations and cost estimates.
  • Vendor management.
  • Ability to manage staff, plan and organize workflows; ability to establish priorities and undertake assigned tasks.

Skills

  • Ability to pay close attention to details.
  • Excellent computer skills especially MS Office and ERP.
  • Excellent communication and negotiation skills, strong interpersonal skills.
  • Excellent writing skills
  • Ability to work effectively and harmoniously within a team

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM”s official languages (English, French, Spanish).

For this position, fluency in English and Urdu is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
