IOM: Gender and Border Governance Consultant – Cairo


Key Responsibilities

Tasks to be performed under this contract

Under the direct supervision of the Senior Programme Manager and National Project Officer, the Category B Consultant will facilitate the development and implementation of the capacity building activity (course modules, session delivery), and contribute to the realization of the outlined deliverables below:

  • First Deliverable – Propose a plan that will guide the design and development of training curriculum for the four-day “Joint Training on Mainstreaming a Gender Perspective in Border Governance” for Egyptian National Authorities, including delivery of the training Concept Note and Agenda, in coordination with relevant IOM Egypt staff. To be delivered remotely by 1 September 2026
  • Second Deliverable – Share with IOM Egypt the training content, presentation materials, as well as pre- and post-training evaluation questions for the four-day “Joint Training on Mainstreaming a Gender Perspective in Border Governance” for Egyptian National Authorities. Delivered via email by 18 September 2026
  • Third Deliverable – Deliver and Facilitate the four-day “Joint Training on Mainstreaming a Gender Perspective in Border Governance” for Egyptian National Authorities. Delivered in Cairo from 18 to 21 October 2026
    *The Consultant’s costs of travel will be covered by IOM including: (Accommodation, Airport Transfers in Cairo and round-trip flight tickets), in addition to the Daily Substance Allowance (DSA), to cover unprovided meals and miscellaneous expenses for the duration of the training activity. The DSA payment shall be made via bank transfer upon the successful completion of the training activity in Cairo and submission of boarding passes.
  • Fourth Deliverable – Prepare a de-brief report (final report) including training evaluation summary and recommendations for further iterations of the training. Delivered by email by 31 October 2026.

Performance indicators for the evaluation of results

  • Timely and comprehensive delivery of tasks outlined in an appropriate manner is key.
  • Thorough monitoring and evaluation for the capacity building activity outlined will be conducted, in the form of pre/post questionnaires, final course evaluation form, and 30-minute focus group discussion with course participants. This ensures that feedback, recommendations, and learning outcomes are tracked across the activities to evaluate the performance and results of the tasks delivered.

Required Qualifications

Required Qualifications and Experience

Education, Experience and/or skills required

  • Master’s degree in social sciences (such as Anthropology, Gender Studies, Psychology, Political Science, Humanitarian Studies, Development Studies, Security Studies) or a related field from an accredited academic institution with at least three years of relevant professional experience; or
  • University degree in the above fields with at least five years of relevant professional experience;
  • Knowledge of population displacement, international human rights law, migrant protection, national and regional border security bodies, with demonstrated expertise and background in mainstreaming gender in border management and governance.
  • Proven ability to design and deliver technical training to different audiences, including government officials;
  • Experience in liaising with humanitarian and development partners as well as national authorities, police, border officials;
  • Experience working in crisis settings is desirable;
  • Excellent writing skills, ability to explain clearly complex concept and adapt to diverse audience;
  • Excellent communication skills;
  • Excellent organizational skills, ability to organize one’s own work, and ability to respect schedules and deadlines.
  • Experience working with the United Nations is a valuable asset.

Languages

For this consultancy, proficiency in English language is required

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
