Introduction

Scope of Work

The supplier shall deliver an end-to-end infrastructure enablement baseline for the MOI ANPR/LPR pilot, including supply (where applicable), installation, configuration, commissioning, documentation, training, and evidence-based acceptance aligned to deliverables D-00 to D-12.

A. Backend Infrastructure Enablement (MOI Central Data Unit)
The supplier shall:

  1. Supply and install the backend infrastructure components included in the BoQ with non-zero quantities, including a single high-end backend host server (virtualized), internal server storage, rack accessories, and online UPS.
  2. Install and configure the virtualization environment and required base platform configuration for hosting the MOI-provided runtime.
  3. Apply the agreed security baseline for the supplied backend components, including hardening, privileged access controls, RBAC catalogue implementation for infrastructure administration, logging enablement, and monitoring enablement.
  4. Configure and validate secure connectivity paths required for vehicle-to-backend operation using MOI-provided network/security infrastructure, and provide evidence packs demonstrating successful configuration and validation.
  5. Produce backend as-built documentation (logical architecture, rack layout, connectivity, configuration baselines) and deliver operational documentation relevant to the supplied baseline.

B. In-Vehicle Enablement (Four Vehicles)
The supplier shall:

  1. Supply and install complete in-vehicle kits for four (4) vehicles as defined in the BoQ, including camera subsystem, edge compute components, rugged tablet and mounts, connectivity equipment, power conditioning and protection, cabling, and accessories.
  2. Conduct per-vehicle installation using automotive-grade mounting, protected cabling, correct power integration, and safety controls (airbags, visibility, crash zones, electrical isolation).
  3. Calibrate and commission each vehicle kit and produce per-vehicle evidence packs (photos, checklists, wiring diagrams, serial inventory, and commissioning logs).
  4. Validate end-to-end connectivity, time synchronization, secure data flow, and operational stability under field conditions, and provide evidence aligned to acceptance requirements.

C. Commissioning, Evidence-Based Testing, and Defect Closure
The supplier shall:

  1. Execute commissioning and test activities required by the acceptance approach, including infrastructure validation, vehicle kit validation, connectivity validation, security verification evidence, and defect remediation.
  2. Maintain a defect register with severity classification and closure evidence. No final handover shall proceed with open Severity 1–2 defects unless formally accepted in writing by UNDP.

D. Documentation, Training, Handover, and Hypercare Activation
The supplier shall:

  1. Provide operational runbooks and SOPs aligned to the delivered baseline.
  2. Deliver role-based training and knowledge transfer for MOI operational and technical counterparts, supported by attendance records and competency verification.
  3. Deliver the final handover package and activate the hypercare period as defined in the ToR and BoQ support baseline, including ticketing channel activation and escalation procedures.
