Programme Management Officer

Economic and Social Commission for Western Asia, Beirut, Lebanon

The position is located in the Strategy, Planning, Accountability, Results and Knowledge Management (SPARK) Section within the Office of the Executive Secretary of the Economic and Social Commission for Western Asia (ESCWA). The Programme Management Officer reports directly to and will be under the overall supervision of the Coordinator of the SPARK Section.


Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Supports the development of voluntarily funded programmes and projects; monitors and analyzes programme/project development; reviews agreements and other relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Researches, analyzes, and presents information regarding donor priorities and funding practices gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of resource mobilization strategies or other research activities and studies.
  • Prepares various written outputs, e.g., project proposals, analysis, communication materials, inputs to strategy documents, etc.
  • Undertakes outreach activities with donors and partners; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities, especially with regard to project design and resource mobilization.
  • Participates in or leads resource mobilization missions, and drafts mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (project proposals and budgets, etc.).
  • Performs other duties as required.


  • Advanced university degree (Master’s degree or equivalent) in political science, international relations, international development, law, business administration, management, economics or a related field is required.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:

  • A minimum of five years of progressively responsible experience in project design, resource mobilization or related area is required.
  • A minimum of two years of experience in drafting and reviewing agreements is desirable.
  • A minimum of two years of experience in professional document production and editing is desirable.


  • English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
  • For this position, fluency in English is required; and knowledge of Arabic is desirable.
