Introduction
Tourism plays an important role in Sri Lankan economy as the second highest net foreign income earning industry of the country. The government of Sri Lanka has taken many steps including establishment of tourism resort areas in different geographical locations with the intention of promoting the industry as well as to facilitate equitable income distribution within different regions of the country. Most of the resorts are in the coastal regions and marine tourism has been identified as one of the priorities to develop in Marine Investment Potential Assessment 2025. Passikudah in Batticaloa district is one location where the Sri Lanka Tourism Development Authority (SLTDA) has established a tourism resort area. SLTDA with the support of Asian Development Bank (ADB) plans to develop tourism experiences where the local people could play a major role and strengthen the community contribution to the tourism value chain in the area.
In this context, UNDP under the guidance of SLTDA and in partnership with ADB propose to conduct a pilot titled “Community Based Marine Tourism Project” mainly focused in Passikudah area of Koralai Pattu (Valachchenai) DS division but for certain aspects in whole Batticaloa district. This pilot project seeks to introduce a curated portfolio of marine tourism experiences in Passikudah, ranging from guided snorkeling and diving tours to eco-marine excursions and cultural-marine blends that showcase the region’s natural assets while engaging the local community. The initiative will help diversify livelihoods, particularly for coastal households dependent on fishing, by creating alternative income opportunities through tourism.
UNDP seeks the services of a reputed competent consultancy company to develop a capacity building plan after assessing the capacity building requirements of the communities living in and around Passikudah- Batticaloa District and build the relevant capacities of the community to successfully implement Community-Based marine tourism experience.
The overall objective of the pilot project is to develop a community-based tourism experience in Passikudah area with higher portion of financial and non-financial benefits accruing to the community members living in the area
