Introduction
The online environment has lowered the barriers to entry for radicalisation and recruitment. Social media, encrypted messaging applications, gaming platforms, and AI-enabled content generation tools allow malign actors to reach vulnerable individuals rapidly, often by mirroring their grievances, emotions, and social identities. Youth — including young women — are particularly exposed due to their high levels of digital engagement. Online radicalisation rarely occurs in isolation; it typically combines digital interaction with offline social dynamics, rooted in individuals’ search for belonging, recognition, and purpose.
Gender dimensions further complicate this landscape. While violent extremism is often framed through masculinised narratives of violence, women are not only victims or passive actors; they have served as recruiters, facilitators, propagandists, and, in some cases, perpetrators. At the same time, women are powerful agents of prevention. Their participation in community dialogue, digital engagement, and counter-narrative efforts has proven essential in challenging extremist ideologies and offering positive alternatives grounded in inclusion, resilience, and social cohesion.
Digital spaces also intensify polarization by enabling the rapid spread of extremist narratives, misinformation, and hate speech, often through algorithm-driven echo chambers. These dynamics contribute to social fragmentation, erode trust in institutions, and create enabling environments for radicalisation. Governments and technology companies have initiated measures such as content moderation, redirect methods, and cooperation on electronic evidence requests. However, sustainable prevention requires broader societal engagement, including civil society, youth networks, women’s groups, faith actors, educators, and community leaders.
Under this initiative, UNDP Sri Lanka seeks to engage a qualified Service Provider to strengthen women’s awareness, agency, and resilience on Technology Facilitated Gender Based Violence (TFGBV) including, protection mechanisms, and well-being across diverse work environments, while contributing to broader efforts to address social vulnerabilities linked to exclusion, unresolved grievances, and instability.
The objective of this assignment is to engage a Service Provider to design and implement awareness and capacity-strengthening initiatives that enhance women’s knowledge of Tech Facilitated Gender-Based Violence (TFGBV), how TFGBV can translate into workplace-related issues, rights, risks, and available support mechanisms, while promoting resilience and safe, inclusive working environments across diverse work settings in Sri Lanka
