Purpose of Consultancy
The Strategic Communications and Social and Behaviour Change Consultant will provide technical leadership and lead the coordination and implementation of communications interventions to enhance visibility, uptake and impact of the BBE programme. The consultant will lead the development of an updated Communications Plan with the objective of ensuring the sustainability of results in keeping with the final phase of the BBE work programme interventions managed by UNFPA in alignment with the communications strategies of UNFPA Barbados and the OECS and the broader UNFPA Sub-regional Office and regional and global corporate strategies, policies and procedures.

The Strategic Communications and Social and Behaviour Change Consultant will lead and coordinate the communications and visibility strategies under the BBE programme in support of UNFPA activities in the target countries in OECS, including social and behaviour change initiatives. The consultant will work in close collaboration with the UNFPA Barbados and the OECS Liaison Office team and relevant stakeholders such as UN Women to ensure effective and timely delivery of communications outputs.
The Consultant will be expected to carry out the following tasks:
Lead the coordination, design, planning, and refinement of UNFPA BBE communication and visibility strategies and plans, ensuring integration of gender-responsive and rights-based approaches in coordination with relevant focal points at UN Women and the donor;
Contribute articles to the UNFPA Quarterly Newsletter – Identify, draft, and format compelling articles, project updates, and beneficiary human-interest/success stories that highlight UNFPA interventions in alignment with the BBE programme objectives. This includes gathering supporting multimedia assets (photos, quotes) and ensuring all submissions align with Global Affairs Canada and UNFPA communication standards and publication deadlines.
Provide the end-to-end development of a comprehensive video highlighting key success stories from the UNFPA supported interventions under the BBE project. This includes supporting liaising with external videographers, identifying and preparing beneficiaries for interviews, guiding the narrative arc, and reviewing final edits to ensure alignment with UNFPA and donor visibility guidelines.
Provide technical guidance and support to the implementation of communications, visibility, and outreach activities in collaboration with the UNFPA Barbados and the OECS Liaison Office and implementing partners;
Support the development of high-impact communications products, including press releases, human interest/success stories, policy briefs, speeches, talking points, and advocacy materials;
Support the development of storytelling communications products including high impact video stories and documentaries, photos stories and other visibility material;
Develop and implement concept notes for relevant events ensuring broad based visibility for the project stakeholders;
Facilitate timely dissemination and visibility of programme achievements across appropriate national, regional, and global platforms and ensure communications efforts contribute to stronger knowledge management and sustainability of results;
Support the development and management of relationships with media and key stakeholders to enhance visibility in alignment with the agreed upon communication strategies;
Support the placement of at least two (2) media features in reputable national, regional or global platforms highlighting UNFPA’s work under the BBE in alignment with the broader communications and partnership objectives;
Lead the design of social and behaviour change strategies and messaging, and provide guidance for their implementation across programme areas in alignment with objectives of the BBE programme and national priorities;
Review communication materials to ensure quality, accuracy and consistency in alignment with programme objectives and UNFPA standards;
Develop and apply practical monitoring approaches to assess the reach and effectiveness of communications and social and behaviour change activities, and produce concise reports on results;
Support the strengthening and management of the programme’s digital presence, including social media engagement and content planning; and The Strategic Communications and Social and Behaviour Change Consultant will provide additional communications support aligned with the consultancy scope, as agreed with the direct supervisor, the UNFPA Liaison Specialist for Barbados and the OECS based in Barbados.

Required expertise, qualifications and competencies, including language requirements
The ideal Consultant will possess the following:
EDUCATION
Minimum Bachelor’s degree (or equivalent) university degree in communications, public relations, journalism, or related field.
WORK EXPERIENCE
A minimum of five (5) years of progressively responsible professional experience in strategic communications, including print, broadcast, and digital media.
Experience working in the Caribbean region or similar development contexts, including small island or hinterland settings, is an asset.
Demonstrated ability to design and implement communication plans and outreach strategies.
At least two (2) years of professional experience working on sexual and reproductive health, gender equality, or human rights programmes is highly desirable.
Expertise in graphic design (Adobe Design suite, Canva and other design software), photography, videography, social media campaigns, or other similar skills are required.
Computer literacy, with proficiency in office software packages is required.
Experience in handling web-based management and knowledge management systems is required.
Excellent drafting and reporting skills.
Experience working closely with national media, academia, and other counterparts in the Caribbean is required.
Self-motivated, ability to work with minimum supervision and ability to work with tight deadlines.
Previous experience with the UN and specifically UNFPA can be an asset.
LANGUAGE
Excellent oral and written communication skills in English are required.
