Who are we?
The British Embassy in Kyiv is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking for an International Liaison Adviser.
Main purpose of job:
The main purpose of the job will be to provide support to the International Liaison Officers of the UK’s National Crime Agency (NCA) based in Kyiv. The person recruited for this role will act as programme and financial manager for the NCA Integrated Security Fund (ISF) budget and will also manage a network of external stakeholders.
The ideal candidate should have excellent interpersonal and communication skills and be able to work in an environment where time-critical actions can make great demands upon staff; this means that the post can sometimes be both exciting and challenging. The job requires proven administrative and organisational skills, and the ability to manage confidential matters.
Roles and responsibilities:
Facilitate the successful exchange of operational information to support NCA activities and bilateral operations:
- Ensure intelligence on Serious Organised Crime (SOC) is shared with relevant law enforcement agencies by building key relationships with partners and gaining an understanding of their intelligence requirements, capability and capacity;
- Identify the right law enforcement contact and exchange the operational activities;
- Provide support to the International Liaison Officer (ILO) on operational tasks;
- Gather operational information for law enforcement agencies in the UK and in all relevant countries.
Identify and support all the NCA priorities, the Country SOC Plan and the Country Plan:
- Arrange productive meetings with relevant stakeholders for operational and strategic purposes to ensure that bilateral information sharing is effective;
- Manage a broad network of international and Ukrainian stakeholders, understanding who to engage with and on what topic;
- Fostering strong and trusted relationships with Ukrainian law enforcement partners by communicating clearly and concisely using a variety of channels and developing a wide range of contacts to maximise the opportunities to share information, intelligence and learning;
- Lead on a variety of programmes for high level visits from His Majesty’s Government (HMG);
- Lead on organising capability building courses for Ukrainian law enforcement partners, working with implementers to develop Terms of Reference and delivery models. Assess the impact and look to continuously improve the service.
Ensure the smooth running of the office:
- Programme Manager for NCA’s ISF allocation under the Ukraine Security Sector Reform programme. Manage activities and budget, work with the SRO to feed into the results framework and risk register. Lead on ensuring compliance of NCA activities;
- Ensure all documents related to office expenditure are submitted accurately;
- Manage the daily tasks and calendar ensuring that the ILO’s have the correct information and tools to carry out challenging tasks;
- Act as interpreter for ILO and visitors and translator to/from Ukrainian to/from English making sure that oral and written communications are clear and concise.
Budget management responsibilities:
- Departmental budget of approximately GBP 100,000;
- ISF Program budget of GBP 600,000.

- Fluent written and spoken Ukrainian and English at a minimum of C1 level according to the CEFR*;
- Completed university education in Law, International Relations, Communications, or Business Administration;
- Excellent organisation skills with a keen eye for detail;

- A high level of discretion and integrity.

This is a full-time, permanent contract for 40 working hours per week including 1 hour per day for lunch.
The start date mentioned in the advert is just an expected start date. The appointment can start earlier or later depending on several factors.
In addition to the FCDO security clearance process, candidates will also undergo security checks conducted by the NCA, which can lead to a delay in the predicted start date.
The successful candidate is expected to undertake international travel as part of their role.

Staff recruited locally by the British Embassy in Kyiv is subject to Terms and Conditions of Service according to local Ukrainian employment law. This is an official employment, and the salary is subject to official tax; currently 23%. The salary is a set rate and there are no additional allowances on top.
