The British Embassy Amman is recruiting a Programme Manager – Integrated Security Fund (ISF) for the Yemen Office Network (YON). This exciting role will focus on remote managing and delivering Yemen’s Integrated Security Fund ‘s political, security and stabilization programming in Yemen. Your primary role is to provide high quality political, and programme management expertise for ISF funded programming in Yemen and oversee/co-ordinate any projects under ISF regional and/or thematic programmes where Yemen is a significant stakeholder.
The programme manager will be expected to work closely with Policy Leads to ensure programme and policy cohesion as well as with ISF delivery partners and other donors and stakeholders to ensure co-ordination, learning and impact. The policy-programme cohesion, delivery partner and wider stakeholder relationship management is critical given the ISF team cannot be on the ground in Yemen. The role will play an important part in building trust, transparency and UK thought leadership in Yemen. The ISF programme is highly flexible and adaptable so the Job Holder will also be expected to respond flexibly as new priorities arise.
The Job Holder will also be expected to build knowledge and expertise of Yemen context, politics, culture and regional issues to enable closer policy-programme cohesion.
Duties and responsibilities:
The Job Holder will work closely with the Head of ISF Yemen Programme, Deputy Head of ISF Yemen, HMG policy leads, technical advisers, Senior Responsible Owners (SROs) as well as the Operational Excellence Team for finance, risk and statistics expertise to deliver results and value for money in the face of significant risks and challenges given the conflict situation in Yemen.
Main responsibilities:
- ISF Programme and Contract Management following the Programme Operating Framework. This includes project lifetime support from project design, procurement to project closure.
- Active partner and implementer management including quality controlling activity reporting and supporting troubleshooting programme issues escalating delivery risks as appropriate.
- Co delivers and manages the ISF Yemen Flexible Funding Mechanism, overseeing Yemen Support Facility and Technical Assistance Facility for Yemen funded projects across political and security support, WPS, sub national governance, and government support, ensuring coherence and delivery against Yemen Country Business Plan objectives.
- Oversee and manage the ISF MERL contract, including development and oversight of the Theory of Change, Results Frameworks, evaluations, and the systematic capture and Application of lessons learned.
- Build and maintain strong and effective working relationships with implementers (past and present), partner organisations, donors and other relevant programme stakeholders in Amman, Yemen and Kingdom of Saudi Arabia (KSA).
- Support the Head/Deputy Head of ISF Programme provide high quality ISF Yemen contributions to HMA, ministerial and Senior Officials briefings and other parliamentary and ministerial requirements
- Contribute to effective ISF and wider YON team working including providing cover to other programme managers when on leave; and by actively engaging in wider ISF programme management networks, sharing learning and experience from the Yemen ISF Team and reporting back on key messages to the team.
All ISF funded roles must ensure compliance with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout ISF projects, and supporting ISF ambitions to achieve the UK’s Women, Peace and Security objectives.

Working Hours and Remuneration
The role will be based in the British Embassy Amman and is offered on Amman Terms and Conditions. The ISF team is part of the Yemen Office Network which also has a presence in Riyadh, London and East Kilbride (Scotland). At present there is only very limited travel to Yemen, but this may change. Any travel to Yemen will be subject to strict HMG guidance and will be considered in close cooperation with the jobholder. The jobholder will not be expected to move to Sana’a if the Embassy re-opens, however the jobholder will be given the option to apply for the role if they meet the requirements for living and working in Yemen.
The Embassy aims to offer an attractive working environment and remuneration package for this role, including a start pay of 2564 JOD per month based on 37 hours per week.
Salary will be paid in gross, and you are expected to comply with your tax obligations through completion of a tax return to the local authorities. If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary, which is minus the deduction of an equivalent level of local tax. Further information on this will be provided at interview if necessary.
This role is for a full-time employment on a fixed term contract basis for two years. The successful candidate will be subject to a 90 days probationary period. The appointment is subject to satisfactory local and UK security clearances. The selected candidate must have the right to live and work in Jordan.
Normal working hours at the Embassy are Sundays to Wednesdays from 08:00-15:30 and Thursdays from 08:00-15:00. The Embassy operates a flexible working policy that allows staff to work different hours as well as allowing staff to work from home one day a week, based on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies.
The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

This role provides an excellent opportunity to build programme management knowledge and technical advisory expertise, gaining exposure to working across the UK Government. You will have access to existing Programme Management support as well as wider advisory relevant L&D – including mentoring and coaching, and support for your own personal development. You will have the opportunity to participate in programe annual reviews to assess the performance of other ISF programmes accross the region. The Yemen ISF team has its own L&D budget, and the ISFU and Office of Conflict, Stabilisation and Mediation (OCSM) offers a range of courses to support the technical aspects of programme management as well as the principles of the UK approach to stabilisation and conflict. The Embassy follows a 70-20-10 model of learning. You are expected to have a proactive approach to your own learning and your Line Manager will help you develop a personalised L&D plan and will share opportunities, resources, and guidance to ensure you have any necessary learning for the role with ability to achieve full potential. You will also be encouraged to undertake developmental training and get involved in BE Amman corporate activities that offer an opportunity for professional development.
