The British Embassy in Tripoli is seeking a motivated, flexible and professional individual to join as an Illicit Finance Programme Officer, job grade Executive Officer (EO) on a fixed term contract until 31st March 2027. The contract may be extended, subject to satisfactory performance and on-going business requirement.
This is an exciting opportunity to work at the heart of a friendly, high-performing team, applying your existing Libya knowledge to support the successful delivery of the UK programme activity.
The jobholder will work as part of the UK’s economic team, working on the economy as a whole, but with a strong focus on illicit financial flows. They will work closely with colleagues in the British Embassy, Libyan government and the economic sector, as well as other international partners.
The successful candidate will play an important role in delivering against UK objectives supporting Libya in its efforts to strengthen its capacity to counter illicit finance through programmatic activity. They will be the driving force on a number of key elements of the embassy’s illicit finance programme, ensuring that the right technical assistance is delivered and has real impact, while playing an important role of organising a number of conferences and workshops.
In addition, the jobholder will work to build stronger UK-Libya bilateral relations, demonstrating understanding of the Libyan economy sector and developing closer operational cooperation.
Roles and responsibilities:
Supporting the delivery of capacity building programmes in Libya and UK-Libya technical cooperation
- Supporting Embassy colleagues on the development and implementation of operational and capacity building programmes.
- Provide day-to-day project support for projects in a number of areas, working closely with implementing partners to support project delivery.
- Ensure financial management, risk management and monitoring and evaluation targets are met.
- Manage (with support) procurement and grant award processes, making sure they adhere to guidance.
- Participate in project quarterly reporting to London on progress towards milestones, detailing quarterly achievements towards outputs and outcomes.
- Ensuring ad hoc programme, communication, briefing and financial requests by London are met.
- Act as the key point of contact for your portfolio of work, briefing colleagues and supporting communications as necessary. Support engagement and visits with project partners.
- Seek opportunities to enhance impact of projects, connecting with other development actors and donors.
- Exercise good judgement, with the ability to advise and ensure that UK programmes and projects take account of the local context, opportunities and risks, in support of UK objectives.
Strengthening UK-Libya economic relations
- Build and use knowledge of the Libyan economic system to help facilitate stronger UK-Libya relationships, developing and maintaining a comprehensive network of Libyan contacts in relevant sectors.
- Provide high quality analysis and reporting on economic developments in Libya, and their implications for UK objectives, independently and in coordination with Embassy colleagues.
- Directly liaise with Libyan stakeholders at various levels of seniority to discuss regular points of interest and help to arrange meetings for British Embassy staff with key contacts.
Assisting with broader Embassy objectives
- Support UK diplomats through interpreting in face-to-face meetings and phone calls of both Arabic-English and English-Arabic, as well as providing written translation of key documents.
- Contribute to wider Embassy objectives on occasion, e.g., Embassy visits/events or taking on a corporate responsibility such as Wellbeing or Learning and Development.
Resources Managed
- Programme management of approximately £1.2 million.

Eligibility
- Applicants must have the right to live and work in Libya and will need to be cleared for security purposes by the UK Government.

- Demonstrated experience in project management, including the effective delivery of outcomes.
- Evidence of strong financial management skills, including managing budgets and financial resources.
- Ability to carry out economic analysis.
- fluency in English and Arabic. Able to express ideas and messages clearly and concisely, both orally and in written communication, and confidence in interpretation and translation.
- Ability to draft high quality programme and policy documents, to ensure proposed activities are aligned with UK objectives and operating models, while mitigating risks.

- An interest in bilateral technical assistance and programming, to support Embassy colleagues on the implementation of important projects.
- Knowledge of key dynamics within Libya, including politics and security.

- Working IT skills and literacy in Microsoft Office (MS Word, Excel, Teams, PowerPoint and Outlook).
Language requirements:
Language: Fluent in Arabic (Libyan dialect) & English.
Level of language required: Fluent spoken and written.

- Previous experience working in either programme management, the private sector, government Ministries or other organisations focused these issues (such as think tanks, Embassies or NGOs).

Working hours and remuneration:
The British Embassy in Tripoli offers an attractive working environment and remuneration package for this role, including a non-negotiable salary of USD 2180 per month inclusive of all allowances. INAS deductions will be applied.
This position is for a full-time employment, on a fixed-term basis until 31st March 2027. The contract may be extended, subject to satisfactory performance and on on-going business requirement. The successful candidate will be subject to a one thirty (30) working days probationary period. The appointment will also be subject to satisfactory local and UK security clearances.
Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00-16:00 from Sunday to Thursday. The role is a full-time position based in Tripoli. The jobholder will be expected to be available to work from the British Embassy to Tripoli’s office, and travel using personal transport to meetings in locations in the city.
Flexible working is also permitted, allowing the jobholder to work-from-home occasionally in agreement with their line manager.

The recruitment process, including security clearance, is expected to take around two-three months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates’ profile and UK footprint.
