Main Purpose of Job:
- Support the delivery of UK-funded project activity in PNG.
- Monitor political developments and prepare summaries for senior colleagues to support policy reporting.
- Support the delivery of the FCDO’s Chevening Scholarships Programme in PNG.
- Contribute to BHC media and public diplomacy activities.
What the Jobholder will be Expected to Achieve:
Programme and Project Management (40%):
- Support the development, monitoring and delivery of ODA and non-ODA projects funded through the High Commission’s small bilateral programme funds.
- Assist with project administration, maintaining accurate financial records, support budget monitoring activities and project reporting including liaison with implementing partners.
- Monitor and contribute to the development, management and tracking of HMG centrally funded regional programmes delivering project activity in PNG.
- Input on donor coordination ensuring principles of conflict sensitivity.
- Maintain a record of financial transactions and forecasting on internal systems.
- Identify and contribute to the promotion of UK funded project activity on social meeting, raising awareness of activity, arranging site visits and drafting output.
Political Reporting (20%):
- Establish and maintain a network of contacts within key government ministries, civil society, business organisations and international organisations /diplomatic missions.
- Support the High Commissioner and Deputy High Commissioner (Political and Programmes) in the development of high-level contacts.
- Assist with reporting for the monthly political up-date, and additional reporting as tasked.
- Contribute to the development and delivery of successful visit programmes for UK Ministerial and Official visits to PNG and for provincial visits by British High Commission staff.
- Provide support to senior High Commission colleagues for provincial and regional visits including travel out of Port Moresby.
UK Chevening Scholarships / Scholarships Officer (20%):
- Oversee the selection processes, interview schedules and feedback to deliver effective returns on UK Chevening Scholarships.
- Act as the main focal point for past, present and future scholars responding to enquiries and providing information about the programme.
- Maintain a database of Chevening alumni and manage alumni engagement including events for departing and returning scholars.
- Organise marketing and of Chevening Scholarships including promotion of the programme on social and other media.
- Administration of online systems to track and ensure regular contact with present students and alumni.
Public Diplomacy and Communications (20%):
- Monitor media activity across multiple areas of interest and report accordingly to senior officers.
- Contribute to the rolling High Commission Communications Plan.

The British High Commission offers a competitive remuneration package including:

Working Pattern:
Full time – 39 hours per week inclusive of a 30-minute paid lunch break (Monday to Thursday: 0745 – 1615 | Friday: 0745 – 1245).
The successful candidate will be based at the British High Commission in Port Moresby.
The successful candidate must have or be able to obtain Work Authorisation for Papua New Guinea and valid Police Clearance Certificate. Any offer of employment will be subject to the candidate achieving suitable clearances.
No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit.
Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British High Commission Port Moresby is subject to Terms and Conditions of Service according to local employment law. In relation to this, the successful candidate will need to arrange for his/her own Police Certificate.
Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.

The High Commission actively encourages staff to bid for training – both role specific and for wider development. The High Commission follows the 70/20/10 model of learning.
