The British Embassy in Doha is part of a worldwide network that represents political, economic, security and consular interests overseas. We are looking for a Head of Corporate Delivery under the Corporate Services Team, job grade Senior Executive Officer (SEO).
Main purpose of the job:
Delivery and implementation of FCDO 2030 Corporate governance and related change, including advice to Senior Leadership Team on how to achieve this with offering input and professionalism. Ensure that corporate delivery aligns to services provided to PAGs (partners across government). Drive the performance delivery of local Embassy staff, including leading the benchmarking, evaluation and feedback on behaviours and goals. Lead People and Pulse surveys that result in better motivation of staff and their own performance. Leadership (but not micro-management) of the CS Team with financial propriety at the centre of delivery, including the future direction and oversight of outsourced service providers to achieve VFM and impact across all contracts. Resolving and supporting CST and other CB staff related issues positively, leading to better impact and motivation of Embassy teams and people. Clearly managing UK staff expectations around service delivery. Located with the Corporate Services Team, you will also need to work across all Embassy stakeholders and in particular collaborate with the Deputy Head of Mission.
Duties and responsibilities:
Strategic Planning and Leadership
- To provide strategic leadership and planning in support of the FCDO 2030 corporate agenda, including input to the country business plan, resource changes and risk management.
- Be a trusted advisor and voice to leadership and PAG partners on the platform ‘horizon scanning’ to enable proactive resource and activity planning with FCDO and colleagues. Identifying issues arising within Embassy operations and proposing solutions to manage them with minimal supervision.
- Manage the FCDO platform (supporting PAG government partners) to ensure delivery against service levels and inclusivity, including developing regional corporate coherence around governance and accountability.
- Review and update local policies to ensure global standards alignment.
- Lead and monitor the delivery of services against the Corporate Services Charter.
People
- Lead on the overall employer proposition, including terms and conditions of service and pay and benefits for locally employed staff (LS), ensuring compliance with local labour law and effective engagement with the Country Based Staff Association.
- Provide guidance and act as a trusted escalation point on sensitive staff matters for both diplomatic and CB staff, including on resources and dispute resolution, engaging with specialist HR functions and mediation routes where necessary.
- Lead and deliver the Embassy’s approach to performance management, ensuring goals are set appropriately, consistently and monitored – escalating to SLT when necessary. Leadership, evaluation and follow up to Post surveys.
- Champion and embed a collaborative and inclusive culture.
Delivery
- Improve CS delivery by overseeing and guiding FCDO corporate delivery by working closely with the regional HR, finance and procurement hubs and the Global Transaction Processing Centre (GTPC) and Estates. Ensure implementation and full use of self-service access to corporate services and regionalised services. Interpretation of change issues for CST to ensure they remain motivated and feel included.
- Act as the ‘intelligent client’, identifying requirements, appropriate service level agreements and key performance and VFM indicators to manage and monitor supplier contracts.
- Lead a culture of continuous improvement within the CS team, including the change management required to deliver this and managing strategic and evidence-based thinking to ensure the confidence of the SLT.

- Respond to operational crisis, providing leadership and flexing team prioritisation as required.
- Ensure well-being and engagement are maintained within the corporate services team, seeking regular feedback and embedding the values of resilience and respect.

- 4 years’ experience in a corporate change delivery environment (mid-sized organisation) with related experience.
- Previous HR experience/ knowledge.
- A proven track-record of working with multiple stakeholders.
- A pragmatic, professionalism and objective approach to working with others.
- An ability to make change-related decisions objectively and often independently based on evidence-based research.
- An ability to defend decisions with evidence and support from SLT.
- An ability to implement and improve people performance in relation to benchmarks and objectives set.
- Evidence of leadership, support and motivation of a 9-person team that can work both collectively and independently.
- A strong knowledge of monitoring service level agreements, their improved performance and related VFM indicators.

Eligibility:
If you are selected for this position, we will be able to employ you as long as you:
- Already reside in Qatar and hold the right to live and work in the country, including those either under spouse sponsorship or be able to transfer an existing sponsorship to the British Embassy. If sponsorship transfer is required, all sponsorship incurred expenses shall be borne by the successful candidate, except for the official Immigration fees which shall be paid directly by the Embassy to the local authorities.
- Pass the pre-employment checks, including security vetting and mandated medical checks in the country.
Working Hours and Remuneration:
The British Embassy offers a competitive remuneration package, including non-negotiable salary of QR 31,638.06 per calendar month and transportation allowance of QR 800 per calendar month, paid in arrears. No accommodation and relocation expenses are payable in connection with this position.
This position is for a full-time employment, on a fixed-term basis for two (2) years, subject to a 3-month probationary period.
Conditioned working hours is 38 hours per week. Embassy working hours are 7:30 a.m. to 3:30 p.m. from Sundays to Wednesdays and 7:30 a.m. to 1:30 p.m. on Thursdays.
The Embassy supports flexible working including working from home for some part of the working week and is committed to helping its staff maintain a healthy work life balance.
The Embassy has an active Continuous Professional Development Committee, and the whole of Post is committed to providing the time and resources for staff to develop professionally. The successful candidate will need to commence security clearance procedures through the Embassy and will be required to have or obtain the appropriate security clearance before employment commences and maintain this clearance throughout the period of employment.

Process:
The recruitment process, including security clearance, is expected to take around 2-3 months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidate’s profile and UK footprint.
