Main purpose of job:
To work as part of the Regional Procurement Team in New Delhi handling procurement requirements mostly arising out of South Asia region (but not limited to this region). The job holder will be working with internal customers, suppliers and other stakeholders on all aspects of Procurement including spend analysis and reporting. Perform other duties assigned.
Based in the British High Commission in New Delhi, as member of Regional Procurement Hub team, the Regional Procurement Lead will be responsible for delivery of regional procurement activities for Foreign, Commonwealth Offices (FCDO) across offices in South Asia region, which includes British High Commissions, Deputy High Commissions, Embassies and Consulates in Afghanistan, Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka.
The job holder will be responsible for handling procurement of Goods, Services and Works valued above £25,000, supporting the Head of Regional Procurement Hub and Regional Procurement Manager, as well as working with customers and stakeholders across the region, developing and co-ordinating delivery of procurement solutions. The job holder will ensure procurement activities are in line with FCDO Global Category Strategies, are fully compliant with the UK’s Public Contracts Regulations 2015, meets customer requirement and achieve best Value for Money for the FCDO.

Roles and responsibilities / what will the jobholder be expected to achieve:
1. Delivery of Regional Procurement Projects with lifetime value exceeding £25,000 (70%)
Managing the tender process of assigned procurements/contract-related to goods, services or work projects, including sourcing of suppliers, input and agreement of specifications, preparation of tender documentation, deciding on and running the most appropriate route to market; i.e. Invitations to Tender (ITT), Request for Proposals (RFP), Request for Quotations (RFQ) and other suitable procurement routes, liaison and coordination with suppliers to clarify requirements, coordination and evaluation of bids, seek appropriate approval, agreement of contracts, management and closure of contracts, ensuring that they meet legal, audit, HM Treasury and Cabinet Office requirements.
Where operational needs necessitate, the job holder may be required to run higher value procurements (exceeding £115,000) where the UK’s Procurement Act 2023 regulations will apply.
2. Stakeholder / Account Management (10%)
Act as Account Manager for procurement related activities for your assigned countries/Post/Teams. Stakeholder engagement and management is critical in order to draw out and develop procurement pipeline, specifications, procurement routes and evaluate bids in a collaborative manner
3. Identifying Regional Aggregation Opportunities (10%)
To work closely with colleagues at the UK’s Embassies, High Commissions and Consulates in the region/overseas to deliver Procurement activity to a standardised process, proactively seeking opportunities to buy efficiently through common procurement routes or approaches to market and opportunities to aggregate requirements across Posts and other HM Government partners.
4. Supplier and Contract Management (10%)
Where required, to act as the Supplier Relationship Manager for regional suppliers including being First Point of Contact (FPOC) for resolution of contractual disputes (regional or local) and taking appropriate action to protect the FCDO’s interest. Build contract management and other required commercial capability amongst stakeholders through training and guidance.

Due to the geographical spread of the customer base, the job holder will need to maintain a fairly rigid working pattern so that customers know when they are available, however a certain level of flexibility around start, and finish time may be possible upon prior agreement with the Line Manager. Work from Home is currently allowed 2 days a week but is subject to change.

For British High Commission candidates, the Country Based Staff BHC Terms & Conditions will apply.
For other than BHC Candidates, salary will be all-inclusive of INR 77,619 per month plus 12% Provident Fund and 6% Superannuation.

Employees who are not liable to pay local income tax on their Mission salary, e.g., some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
